ABSTRAK PELAKSANAAN PENERTIBAN ALAT PERAGA KAMPANYE PEMILIHAN LEGISLATIF DI KOTA BANDAR LAMPUNG Oleh: Ferdiyan Pelaksanaan penertiban alat peraga kampanye adalah usaha, tindakan dan kegiatan yang dilakukan oleh KPU, Panwaslu dan Satpol PP untuk mengurangi pelanggaran yang terjadi dalam pemilu. Tidak sesuainya pemasangan alat peraga kampanye dalam penyelenggaraan pemilu legislatif merupakan urusan wajib KPU, Panwaslu dan Pemerintah Kota melalui Satpol PP untuk menertibkan alat peraga kampanye calon legislatif dan partai politik sesuai dengan zona/wilayah yang telah ditentukan dalam Peraturan KPU Nomor 15 Tahun 2013. Permasalahan dalam penelitian ini adalah bagaimanakah pelaksanaan penertiban alat peraga kampanye pemilihan legislatif di Kota Bandar Lampung dan apakah faktor penghambat pelaksanaan penertiban alat peraga kampanye pemilihan legislatif di Kota Bandar Lampung? Penelitian dilakukan dengan cara yuridis empiris dan data yang digunakan berupa data primer dan data sekunder. Berdasarkan hasil penelitian diketahui bahwa pelaksanaan penertiban alat peraga kampanye pemilihan legislatif di Kota Bandar Lampung sudah terlaksana dengan baik seperti melakukan beberapa tahap perencanaan yang dimulai dari proses aturan alat peraga kampanye, zonasi, dan proses sosialisasi, kemudian melakukan tindakan penertiban seperti mencabut dan/atau memindahkan alat peraga kampanye yang melanggar ketentuan pemasangan sesuai Peraturan KPU Nomor 15 Tahun 2015. Faktor penghambat yang dihadapi adalah (1) Kurangnya jumlah personil Panwaslu Kota Bandar Lampung, (2) Kurangnya koordinasi antar pihak-pihak penertib pemilu, (3) Kurangnya kesadaran dari caleg dan partai politik, untuk mentaati peraturan pemasangan alat peraga kampanye, (4) Tidak adanya sanksi yang tegas dari KPU Kota Bandar Lampung terhadap para pelanggar. Dari hasil penelitian disarankan agar para pihak penyelenggara pemilihan umum dan pemerintah daerah dapat memperbaiki kinerjanya pada pemilu legislatif mendatang serta memberikan pengawasan secara langsung pemasangan alat peraga kampanye oleh peserta pemilu. Kata Kunci: Penertiban, Alat Peraga Kampanye, Pemilihan Legislatif ABSTRACT CONTROLING THE IMPLEMENTATION OF THE LEGISLATIVE ELECTION CAMPAIGN PROPS IN BANDAR LAMPUNG by: Ferdiyan Implementation of controlling props campaign conducted by the Commission, the Election Supervisory Committee and municipal police is a business, actions and activities to reduce violations in the election. Incompatibility of installation aids in the administration of the legislative election campaign is obligatory Commission, Election Supervisory Committee and Municipal Government through the municipal police to curb campaign props candidates and political parties in accordance with the zone/region specified in Commission Regulation Number 15 Year 2013. The problem in this research is how the implementation of the control of the legislative election campaign props in Bandar Lampung and whether inhibiting factors controlling the implementation of the legislative election campaign propsin Bandar Lampung? Research done by juridical empirical and data used in the form of primary data and secondary data. Based on the survey results revealed that the implementation of the control of the legislative election campaign props in Bandar Lampung has done well as doing some planning stage which starts from the rules of campaign props, zoning, and the process of socialization, then perform the control actions such as unplugging and/or move campaign props that violate the provisions of the installation according Commission Regulation Number 15 Year 2015, faced inhibiting factor is (1) Lack of personnel election Supervisory Committee Bandar Lampung, (2) lack of coordination between the parties penertib election, (3) lack of awareness of the candidates and political parties, to comply with regulations mounting campaign props, (4) absence of strict sanctions from the Commission of Bandar Lampung against offenders. From the results of the study suggested that the parties of the general elections and local government can improve its performance in the upcoming legislative elections as well as provide direct supervision installation props by participating in the election campaign.
