Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRACT Education is a way to educate the nation that are set in the preamble of the Constitution of 1945 paragraph 4 and want to achieve national education goals.the poverty factor is still the main reason for society to send their children to a higher level at the high school level. Regional Regulation of Bandar Lampung No 1 of 2012 and Mayor Regulation No. 49 of 2013 which regulates the Community Development Program is expected to be a solution to the problems in education in order to fulfill the needs of low income society to obtain the same education. SMA Negeri 4 Bandar Lampung is one of the schools that use community development program. The research problem is how the implementation of community development programs in the acceptance of new students at SMAN 4 Bandar Lampung and whether inhibiting factor in the implementation of the acceptance of new students of community development program in SMAN 4 Bandar Lampung. The method used in this study is a normative approach, is the approach taken by studying, viewing and reviewing, such as legislation and empirical by interviewing the relevant parties in this study. Data sourced from primary data and secondary data. Based on the results we concluded that the implementation of community development programs in the acceptance of new students at SMAN 4 Bandar Lampung to go through the implementation procedures that have been specified by the Department of Education of Bandar Lampung. Department of Education of Bandar Lampung active role in monitoring and SMAN 4 Bandar Lampung active role in selecting new students of community development, therefore, SMAN 4 Bandar Lampung avoid from stealing of 50% quota allocated to students of Community Development. ABSTRAK Pendidikan merupakan cara untuk mencerdaskan bangsa yang di atur dalam pembukaan Undang-Undang Dasar 1945 alinea ke-4 serta ingin mencapai tujuan pendidikan nasional. Faktor kemiskinan masih menjadi alasan utama bagi masyarakat untuk menyekolahkan anaknya hingga ke jenjang yang lebih tinggi setingkat SMA. Peraturan Daerah Kota Bandar Lampung No. 1 Tahun 2012 dan Peraturan Walikota No. 49 tahun 2013 yang mengatur tentang Program Bina Lingkungan diharapkan menjadi solusi terhadap permasalahan dalam dunia pendidikan guna memenuhi kebutuhan masyarakat ekonomi rendah untuk memperoleh pendidikan yang sama. SMA Negeri 4 Bandar Lampung merupakan salah satu sekolah yang menggunakan prorgam bina lingkungan. Permasalahan penelitian adalah Bagaimana pelaksanaan program bina lingkungan dalam penerimaan peserta didik baru pada SMA Negeri 4 Bandar Lampung dan faktor apakah yang menjadi penghambat dalam pelaksanaan penerimaan peserta didik baru program bina lingkungan di SMA Negeri 4 Bandar Lampung. Metode yang dipakai dalam penelitian ini adalah pendekatan normatif, yaitu pendekatan yang dilakukan dengan mempelajari, melihat dan menelaah, seperti peraturan perundang-undangan serta empiris yang dilakukan wawancara dengan pihak-pihak yang terkait didalam penelitian ini. Data bersumber dari data primer dan data sekunder. Berdasarkan hasil penelitian diperoleh kesimpulan bahwa pelaksanaan program bina lingkungan dalam penerimaan peserta didik baru pada SMA Negeri 4 Bandar Lampung harus melalui prosedur pelaksanaan yang telah di tentukan oleh Dinas Pendidikan Kota Bandar Lampung. Dinas Pendidikan Kota Bandar Lampung berperan aktif dalam pengawasan dan SMA Negeri 4 Bandar Lampung berperan aktif dalam penyeleksian peseta didik baru bina lingkungan, dengan hal ini SMA Negeri 4 Bandar Lampung terhindar dari pencurian kuota 50% yang di alokasikan untuk siswa bina lingkungan. Faktor penghambat dalam pelaksanaan Penerimaan Peserta Didik Baru (PPDB) Program Bina Lingkungan di SMA Negeri 4 Bandar Lampung adalah masyarakat, daya tampung sekolah dan lokasi survey. Saran dalam penelitian ini 1) Sebaiknya Dinas Pendidikan Kota Bandar Lampung dalam penerimaan peserta didik baru melalui program bina lingkungan memberikan ketentuan agar calon peserta didik baru yang mendaftar pada SMA Negeri 4 Bandar Lampung dilakukan tes akademik terlebih dahulu, atau diberikan nilai rata – rata masuk SMA Negeri khusus bagi peserta didik baru bina lingkungan sehingga dapat diperoleh peserta didik baru yang benar-benar berkualitas sesuai dengan kriteria yang diharapkan dan dapat meningkatkan mutu pendidikan. 2) Pelaksanaan program bina lingkungan dalam penerimaan peserta didik baru pada SMA Negeri 4 Bandar Lampung masih terdapat masyarakat yang melakukan manipulasi data pada saat mendaftar, sebaiknya di tahun yang akan datang, SMA Negeri 4 Bandar Lampung harus memberikan sanksi tegas bagi masyarakat yang diketahui melakukan manipulasi data dan teguran pada kecamatan setempat agar tidak dengan mudah menurunkan surat keterangan tidak mampu pada warganya. The inhibiting factor in the implementation of new student acceptance (PPDB) on Community Development Program at SMAN 4 Bandar Lampung is a community, school capacity and location of the survey. Suggestions in this study is 1) The Department of Education of Bandar Lampung in the acceptance of new students through community development programs should provide provisions for prospective new students who enroll in SMA N 4 Bandar Lampung doing the academic tests in advance, or given an average value entered the public school in order to obtain new learners of community development that is truly qualified in accordance with the criteria expected and can improve the quality of education. 2) The Implementation of community development programs in the acceptance of new students at SMA 4 Bandar Lampung still have people who do the manipulation of data at the time of registering, preferably in the forthcoming years, SMA N 4 Bandar Lampung should give strict punishment for the people who are known to manipulate the data and warning at the sub-district / local district so that not to simply give lower poverty letter on its citizens.
