Penyandang disabilitas di Kota Metro mengalami peningkatan, berdasarkan data pada tahun 2019 jumlah penyandang disabilitas yaitu 424 jiwa dan pada tahun 2021 menjadi 638 jiwa. Penyandang disabilitas membutuhkan bantuan agar hidup lebih sejahtera. Oleh karena itu Dinas Sosial selaku instansi pemerintahan yang bertugas menangani masalah sosial harus dapat melakukan perannya dalam pemberdayaan penyandang disabilitas. Tujuan penelitian ini adalah untuk mendeskripsikan peran Dinas Sosial dalam pemberdayaan penyandang disabilitas di Kota Metro. Metode penelitian yang digunakan adalah penelitian kualitatif dengan tipe deskriptif dan berfokus pada teori peran dari Jim Ife, yaitu peran fasilitatif, peran edukatif, peran representasi dan peran teknis sebagai tolak ukur. Teknik pengumpulan data berupa teknik wawancara, observasi dan dokumentasi. Teknik triangulasi data sumber digunakan sebagai teknik keabsahan data. Hasil penelitian ini menunjukan bahwa peran Dinas Sosial Kota Metro dalam pemberdayaan penyandang disabilitas meliputi peran fasilitatif (semangat sosial, mediasi dan negosiasi, pendukung, fasilitator kelompok, pemanfaatan sumber daya, mengorganisasi), peran edukatif (memberikan informasi, peningkatan kesadaran, pelatihan), peran representasi (mendapatkan sumber, advokasi, memanfaatkan media masa, jaringan kerja, berbagi pengetahuan dan pengalaman) dan peran teknis (penelitian, menggunakan komputer, presentasi, dan manajemen) belum optimal. Hal tersebut ditandai dengan beberapa sub indikator yang tidak dilaksanakan. Selain itu sub indikator yang dilakukan tidak semua mencapai tahap pendayaan dalam proses pemberdayaan. Therefore, the Social Service as a government agency in charge of handling social problems must be able to perform its role in empowering people with disabilities. The purpose of this study is to describe the role of Social Services in empowering people with disabilities in Metro City. The research method used is qualitative research with a descriptive type and focuses on the role theory of Jim Ife, namely the facilitative role, educative role, representation role and technical role as a benchmark. Data collection techniques in the form of interviews, observation and documentation techniques. The source data triangulation technique is used as a data validity technique. The results of this study show that the role of the Metro City Social Office in empowering people with disabilities includes a facilitative role (social spirit, mediation and negotiation, supporters, group facilitators, resource utilization, organizing), educative role (providing information, awareness raising, training), representation roles (obtaining resources, advocacy, utilizing mass media, networking, sharing knowledge and experience) and technical roles (research, using computers, presentation, and management) are not optimal yet. This is characterized by several sub-indicators that are not implemented. In addition, not all sub-indicators have reached the empowerment stage in the empowerment process.
