Tingkat kemiskinan di Provinsi Lampung masih cenderung tinggi, dengan persentase lebih tinggi dibandingkan tingkat persentase kemiskinan secara nasional. Keberhasilan penanganan kemiskinan tercermin pada kebijakan yang dibuat. Salah satu hal yang paling penting dalam pembuatan kebijakan ialah berdasarkan riset atau data. Banyak faktor masalah yang mempengaruhi tingkat kemiskinan tersebut, salah satunya terjadinya inflasi sebesar 6,43 persen. Melihat hal ini, Pemerintah Daerah Provinsi Lampung melalui Dinas Sosial membuat program penanganan dampak inflasi. Penelitian ini bertujuan untuk mengetahui proses pemanfaatan hasil riset dari Badan Penelitian dan Pengembangan Daerah di dalam formulasi kebijakan penanganan dampak inflasi yang dilakukan oleh Dinas Sosial. Penelitian ini menggunakan metode penelitian kualitatif. Adapun teknik pengumpulan data yang dilakukan dengan wawancara dan dokumentasi. Hasil penelitian menunjukkan pada proses formulasi kebijakan penanggulangan kemiskinan pemerintah pusat, sesuai arahan Gubernur yang dibuat melalui Dinas Sosial Provinsi Lampung yaitu program bantuan sosial tunai penanganan dampak inflasi berdasarkan empat indikator menjelaskan bahwa pada proses perumusan masalah ini muncul dari arahan Peraturan Menteri Keuangan RI No. 134/PMK.07/2022 Tentang Belanja Wajib Dalam Rangka Penanganan Dampak Inflasi Tahun Anggaran 2022. Pada agenda kebijakan, program ini dibahas melalui beberapa kali rapat dengan bersama tim khusus, termasuk Dinas Sosial dan Badan Perencanaan Pembangunan Daerah Provinsi Lampung. Pada perumusan alternatif kebijakan, belum memanfaatkan hasil riset Badan Penelitian dan Pengembangan Daerah Provinsi Lampung sebagai rekomendasi kebijakannya, namun melihat rekomendasi kebijakan yang dikeluarkan oleh TNP2K (Tim Nasional Percepatan Penanggulangan Kemiskinan). Pada tahap penetapan kebijakan ini ditetapkan bahwa bantuan sosial dibagikan secara tunai dengan menggunakan data P3KE (Pensasaran Percepatan Penghapusan Kemiskinan Ekstrem) sebagai acuan penerima bantuan tersebut. The success of handling poverty is reflected in the policies made. One of the most important things in policy making is based on research or data. There are many problem factors that affect the poverty rate, one of which is the occurrence of inflation of 6.43 percent. Seeing this, the Regional Government of Lampung Province through the Social Service created a program to deal with the impact of inflation. This study aims to determine the process of utilizing research results from the Regional Research and Development Agency in the formulation of policies for handling the effects of inflation carried out by the Social Service. This study used qualitative research methods. The data collection techniques are carried out by interviews and documentation. The results of the research show that in the central government's policy formulation process for reducing poverty, according to the Governor's directives made through the Lampung Province Social Service, namely the cash social assistance program for handling the impact of inflation based on four indicators, it is explained that in the process of formulating this problem, it emerged from the directives of the Minister of Finance of the Republic of Indonesia No. 134/PMK.07/2022 Regarding Compulsory Spending in the Context of Handling the Impact of Inflation for the 2022 Fiscal Year. On the policy agenda, this program was discussed in several meetings with special teams, including the Social Service and the Regional Development Planning Agency for Lampung Province. In formulating alternative policies, they have not utilized the research results of the Regional Research and Development Agency for Lampung Province as their policy recommendations, but have looked at the policy recommendations issued by TNP2K (National Team for the Acceleration of Poverty Reduction). At the stage of establishing this policy, it was determined that social assistance would be distributed in cash using P3KE data (Targeting to Accelerate Extreme Poverty Elimination) as a reference for recipients of the assistance.
