Pemberdayaan merupakan salah satu langkah yang dilakukan pemerintah untuk meningkatkan kesejahteraan masyarakat miskin, salah satu program pemerintah yang berkaitan dengan pemberdayaan dan sebagai salah satu epicentrum and center of excellence adalah Program Keluarga Harapan (PKH). Indikator keberhasilan PKH adalah graduasi KPM dari kepesertaan. Permasalahan graduasi merupakan hal yang menarik dan menjadi ciri dari bantuan sosial PKH. Tujuan penelitian ini adalah mendeskripsikan dan menganalisis proses pemberdayaan Keluarga Penerima Manfaat Program Keluarga Harapan (KPM PKH) dalam upaya meningkatkan graduasi mandiri di Desa Bumisari Kecamatan Natar Kabupaten Lampung Selatan. Pendekatan Penelitian yang digunakan adalah pendekatan studi kasus dengan metode penelitian kualitatif dengan mengkaji proses pemberdayaan KPM PKH menggunakan tahapan pemberdayaan menurut Wrihatnolo dan Dwidjowijoto (2008) dalam (Bahri, 2019). Hasil penelitian ini menunjukkan, proses pemberdayaan di Desa Bumisari, Kecamatan Natar Kabupaten Lampung selatan sudah dilakukan namun belum mampu mendorong KPM PKH untuk melakukan graduasi mandiri. Terdapat beberapa permasalahan dalam proses pelaksanaan pemberdayaan KPM PKH di desa tersebut. Pada tahap penyadaran, pemahaman KPM terhadap bantuan sosial PKH masih beragam, namun dapat pandangan positif terhadap upaya peningkatan kemampuan keluarga, meskipun terdapat perbedaan pendapat mengenai tingkat efektivitas pelaksanaannya. Pada tahap pengkapasitasan, pada pengkapasitasan individu KPM PKH belum menunjukkan peningkatan yang signifikan namun upaya dukungan dari pemerintah pusat dan pemerintah daerah telah dilakukan pada tahap pengkapasitasan organisasi. Pada tahap pemberian daya atau empowerment, terdapat beberapa tantangan yang menghambat pemerintah dalam memberikan daya kepada KPM PKH, seperti keterbataan anggaran, alokasi sumber daya yang tidak merata, koordinai antar lembaga yang tidak optimal dan tantangan pemantauan dan evaluasi. One of the government programs related to empowerment and one of the epicenters and centers of excellence is the Family Hope Program (PKH). PKH's success indicator is KPM's graduation from membership. The problem of graduation is an interesting thing and characterizes PKH social assistance. The purpose of this study was to describe and analyze the process of empowering beneficiary families of the Family Hope Program (KPM PKH) in an effort to increase independent graduation in Bumisari Village, Natar District, South Lampung Regency. The research approach used is a case study approach with a qualitative research method by examining the PKH KPM empowerment process using the stages of empowerment according to Wrihatnolo and Dwidjowijoto (2008) in Bahri, 2019. The results of this study indicate that the empowerment process in Bumisari Village, Natar District, and South Lampung Regency has been carried out but has not been able to encourage KPM PKH to carry out independent graduation. There were several problems in the process of implementing PKH KPM empowerment in the village. At the awareness stage, KPM's understanding of PKH social assistance still varied; however, they received a positive view of efforts to increase family capacity, although there were differences of opinion regarding the level of effectiveness of its implementation. At the capacity building stage, the individual capacity of KPM PKH has not shown a significant increase, but efforts to support the central government and local governments have been carried out at the organizational capacity building stage. At the stage of giving power or empowerment, there are several challenges that hinder the government from providing power to KPM PKH, such as budget limitations, unequal allocation of resources, coordination between institutions that is not optimal, and challenges of monitoring and evaluation.
