ABSTRAK PENGELOLAAN HUTAN BERSAMA MASYARAKAT (Studi Tentang Program Kemitraan Konservasi di Taman Hutan Raya Wan Abdul Rachman) Peran serta masyarakat terhadap pengelolaan hutan bergantung pada lokasi lingkungannya. Pengelolaan Hutan Bersama Masyarakat ini dibuat dari inisiatif masyarakat sekitar dan Dinas Kehutanan Provinsi Lampung untuk menjaga keberadaan masyarakat di Tahura agar tidak merambah atau mengelola kawasan hutan dengan tidak berwawasan konservasi. Keberadaan masyarakat sebagai penggarap di wilayah kerja Tahura Wan Abdul Rachman perlu adanya dasar hukum yang memberikan legalitas keberadaan mereka sebagai penggarap di kawasan Tahura tersebut. Kelompok tani di kawasan Tahura bergabung dengan Program Kemitraan Konservasi untuk mengelola hutan konservasi di Tahura Wan Abdul Rachman. Penelitian ini bertujuan untuk mengetahui bagaimana proses program kemitraan konservasi di Tahura Wan Abdul Rachman dan faktor penghambat program kemitraan konservasi. Penelitian ini menggunakan Perdijen KSDAE Nomor 6 Tahun 2018 tentang Petunjuk Teknis Kemitraan Konservasi Pada Kawasan Suaka Alam dan Kawasan Pelestarian Alam, yaitu Tahap Pra Pelaksanaan, Tahap Pembinaan dan Pengendalian, Tahap Monitoring dan Evaluasi. Metode pada penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Uji keabsahan data yang peneliti gunakan adalah derajat kepercayaan (credibility) dan triangulasi teknik. Hasil penelitian menunjukkan bahwa program kemitraan konservasi ini sudah berjalan dengan tahapan pra pelaksana, pembinaan dan pengendalian, monitoring dan evaluasi sudah sesuai dengan pedoman yang mereka pakai yaitu Perdirjen KSDAE Nomor 6 Tahun 2018. Akan tetapi, masih ada beberapa kelompok tani yang belum mendapat perizinan oleh Kementerian, dan anggaran yang hanya didapatkan dari hasil hutan yang dikelola oleh kelompok tani itu sendiri untuk memfasilitasi kelompok tani tersebut. ABSTRACT FOREST MANAGEMENT WITH THE COMMUNITY (A Study of the Conservation Partnership Program in Wan Abdul Rachman Grand Forest Park) By MEILIA SURYANI JUANDA Community participation in forest management depends on the location of the environment. This Community Joint Forest Management was made from the initiative of the surrounding community and the Lampung Provincial Forestry Service to maintain the existence of the community in Tahura so as not to encroach or manage forest areas with no conservation insight. The existence of the community as cultivators in the Wan Abdul Rachman Tahura working area needs a legal basis that provides legality for their existence as cultivators in the Tahura area. Farmer groups in the Tahura area joined the Conservation Partnership Program to manage conservation forests in the Wan Abdul Rachman Tahura. This research aims to find out how the conservation partnership program process in Tahura Wan Abdul Rachman and the inhibiting factors of the conservation partnership program. This research uses KSDAE Regulation Number 6 of 2018 concerning Technical Guidelines for Conservation Partnerships in Nature Reserve Areas and Nature Conservation Areas, namely the Pre Implementation Stage, the Development and Control Stage, the Monitoring and Evaluation Stage. The method in this research uses a descriptive method with a qualitative approach. Data collection techniques using interviews, observation, and documentation. The data validity test that researchers use is the degree of trust (credibility) and triangulation techniques. The results showed that this conservation partnership program has been running with pre-implementation stages, coaching and control, monitoring and evaluation in accordance with the guidelines they use, namely Perdirjen KSDAE Number 6 of 2018. However, there are still several farmer groups that have not been licensed by the Ministry, and the budget is only obtained from forest products managed by the farmer groups themselves to facilitate the farmer groups.
