ABSTRAK KEDUDUKAN DAN PERAN CAMAT DALAM PENYELENGGARAAN PEMERINTAHAN DAERAH (Studi di Kecamatan Telukbetung Selatan) Oleh HERLINA PURWANTHIE Masalah penelitian ini yaitu kedudukan dan peran camat dalam penyelenggaraan pemerintahan tidak didukung oleh kewenangan yang memadai sesuai tupoksinya. Penelitian berfokus pada Tugas pokok, fungsi dan kewenangan Kecamatan serta penjabarannya dalam berbagai aspek pelayanan publik dan administrasi pemerintahan sebagai wujud respon antisipatif terhadap perubahan dan perkembangan yang terjadi dalam lingkup pemerintahan terkecil (Kecamatan), Hasil penelitian ini menunjukkan bahwa Kewenangan Camat dalam konteks penyelenggaraan pemerintahan khususnya dilihat dari perspektif New Public Service tidak didukung oleh kewenangan dan sumber pendanaan yang signifikan sehingga tupoksi camat tidak mampu memberikan fungsi pelayanan publiknya secara prima. Masyarakat yang tidak paham terhadap kewenangan camat yang terbatas, akan menganggap pihak kecamatan tidak cepat tanggap atau bahkan tidak peduli terhadap permasalahan di wilayahnya. Ketika isu tersebut sampai ke walikota, camat akan mendapat teguran langsung karena kelalaiannya dan keterlambatannya dalam mengatasi masalah di wilayahnya. Oleh karena itu, pelimpahan kewenangan kepada camat dalam konteks penyelenggaraan pemerintahan bisa dikategorikan sebagai pelimpahan delegatif. Kata Kunci : Pelimpahan kewenangan, kedudukan dan peran camat. ABSTRACT POSITION AND ROLE OF SUBDISTRICT HEAD IN THE IMPLEMENTATION OF LOCAL GOVERNANCE (Study in the District of Telukbetung Selatan) By HERLINA PURWANTHIE The study was conducted to describe and analyze the status and the role of governance in the sub-district head. How much authority derived from the sub-district head Regent / Mayor and the factors that support the sub-district head in reply delegated the authority to implement them. This research is qualitative. The focus of research on the principal tasks, functions and authority as well as the District of elaboration in various aspects of public service and administration as a form of anticipatory response to changes and developments in the sphere of government smallest (sub-district), authority is delegated by the Mayor of Bandar Lampung to the Head and the Role and functions of the authority delegated in accordance Head Mayor. The data was collected using interviews, dokmentasi, and literature. The results of this study indicate that the authority of the Head in Bandar Lampung is still very limited, even to the decision-making process at the district level was camat not have the authority. Subdistrict Head will usually instantly create memos to convey the problems in the region for the next user request to the mayor of Bandar Lampung. When in fact so many benefits derived from the transfer of authority to the district, especially enable the functions of sub-districts and their staff members and equitable development. People who do not understand the powers of a limited sub-district head, will assume the sub-district is not responsive or not even care about the problems in the region. When the issue to the mayor, district will have a direct rebuke of negligence and delay in addressing the problem in the region.
