Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Reformasi birokrasi menuntut perubahan dalam aspek manajemen pemerintahan. Tujuan reformasi birokrasi menurut Peraturan Presiden No. 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi 2010-2025 yaitu menciptakan birokrasi pemerintah yang profesional dengan karakteristik tertentu. Salah satu caranya adalah dengan menggunakan mekanisme pemerintahan secra elektronik melalui Sistem Pemerintahan Berbasis Elektronik (SPBE). Contoh penerapan SPBE di DKI Jakarta yaitu penerapan e-office di Suku Badan Kesatuan Bangsa dan Politik Kota Administrasi Jakarta Barat. E-Ofice digunakan untuk mewujudkan paradigma pemerintahan e-government dalam rangka untuk mempersiapkan pelaksanaan tata kelola persuratan di lingkungan Pemprov DKI Jakarta yang akuntabel, transparan, responsif, efektif dan efisien. Penelitian ini bertujuan untuk mendeskripsikan efektivitas kerja, efisiensi kerja, dan hambatan dari adanya penerapan e-office di Suku Badan Kesatuan Bangsa dan Politik Kota Administrasi Jakarta Barat. Penelitian ini menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif. Metode yang digunakan pada penelitian ini adalah observasi, wawancara, dan dokumentasi. Adapun mengenai efektivitas mengacu pada aspek efektivitas kerja menurut Gie dalam (Juliati & Lamingthon, 2021) yaitu waktu, tugas, produktivitas, perlengkapan dan fasilitas. Kemudian, efisiensi mengacu pada aspek efisiensi kerja menurut Soekartawi dalam (Syam, 2020) yaitu segi waktu dan segi kinerja. Hasil penelitian menunjukkan bahwa penerapan e-office di Suku Badan Kesatuan Bangsa dan Politik Kota Administrasi Jakarta Barat belum sepenuhnya optimal dalam mewujudkan efektivitas dan efisiensi kinerja birokrasi publik. Hal itu karena masih ada beberapa hal yang perlu diperhatikan yaitu hambatan dari sistem e-office dan sumber daya manusia yang masih kurang baik. The purpose of bureaucratic reform according to Presidential Regulation no. 81 of 2010 concerning the Grand Design of the 2010-2025 Bureaucratic Reform, namely creating a professional government bureaucracy with certain characteristics. One way is to use electronic governance mechanisms through the Electronic Government System (SPBE). An example of SPBE implementation in DKI Jakarta is the e-office implementation in the West Jakarta Administrative City Political Unity and Political Unity Sub-Division. E-Office is used to realize the paradigm of e-government government to prepare for the performance of governance of correspondence within the DKI Jakarta Provincial Government, which is accountable, transparent, responsive, effective, and efficient. This study describes work effectiveness, work efficiency, and obstacles from implementing e-office in the West Jakarta Administrative City Politics and National Unity Agency Tribe. This research uses a descriptive research type with a qualitative approach. The methods used in this study are observation, interviews, and documentation. As for effectiveness, it refers to aspects of work effectiveness according to Gie in (Juliati & Lamingthon, 2021), namely time, tasks, productivity, equipment and facilities. Then, efficiency refers to aspects of work efficiency according to Soekartawi in (Syam, 2020), namely in terms of time and performance. The results of the study show that the application of e-office in the West Jakarta Administrative City Politics and Unity Unity Sub-Division has yet to be fully optimal in realizing the effectiveness and efficiency of the performance of the public bureaucracy. This is because some things still need attention, such as obstacles from the e-office system and human resources that need improvement.
