Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Daerah Batanghari merupakan daerah maju di wilayah Kabupaten Lampung Timur, ditandai dengan keadaan geografis yang strategis dan kondisi alam yang mendukung menyebabkan perkembangan ekonomi yang pesat dengan banyak usaha jasa, industri, dan perdagangan. Namun, perkembangan ekonomi juga memicu kejahatan seperti pemalakan, pencurian, dan perampokan. Pasca covid 19 produk ekonomi kerakyatan menurun sebanyak 80%, pada tahun 2021 naik mencapai 40% hingga tahun 2022 kenaikan mencapai >96%, seiring dengan kemajuan ekonomi kerakyatan menjadi pemicu naiknya tindak pidana. Jumlah kasus untuk Polsek Batanghari sendiri pada tahun 2021 sebanyak 13 kasus, 2022 36 kasus, dari 49 total kasus sepanjang 2021-2022. Rumusan permasalahan mengenai (1) Implementasi kebijakan non penal terhadap intensitas tindak pidana dengan adanya perkembangan ekononomi kerakyatan (2) Faktor apa saja yang menghambat implementasi kebijakan non penal terhadap intensitas tindak pidana dengan adanya perkembangan ekononomi kerakyatan. Metode yang digunakan yaitu metode penelitian kualitatif dengan pengumpulan data yang dilakukan dengan cara observasi dan wawancara langsung kepada para narasumber. Hasil dari penelitian ini adalah (1) Implementasi kebijakan non penal terhadap intensitas tindak pidana dengan adanya perkembangan ekonomi kerakyatan di wilayah Batanghari, Lampung Timur sudah dilakukan oleh perangkat kebijakan desa dibantu aparat penegak hukum. Kebijakan yang dilakukan oleh perangkat kebijakan desa ataupun pihak kepolisian wilayah Batanghari Lampung Timur dalam menanggulangi tindak pidana dengan adanya perkembangan ekonomi kerakyatan yaitu dengan musyawarah, sosialisasi dan penyuluhan. (2) Faktorfaktor penghambat yang ada dalam implementasi kebijakan non penal yaitu faktor hukum, faktor penegak hukum, faktor sarana atau fasilitas, faktor masyarakat, dan faktor kebudayaan. Its strategic geographical presence and favorable natural conditions have led to rapid economic development with many service, industrial and trading businesses. However, economic development has also triggered crimes such as bullying, theft, and robbery, post-covid 19 the people's economic products have decreased and even died, in 2021 they have started to grow and develop, along with the development of the people's economy which has triggered an increase in criminal acts..the number of cases for the Batanghari police station alone in 2021 13 cases, 2022 36 cases, out of 49 total cases throughout 2021-2022. This study aims (1) to analyze the implementation of non-penalty policies on the intensity of criminal acts in the presence of populist economic development (2) to analyze what factors impede the implementation of non-penalty policies on the intensity of criminal acts in the presence of populist economic developments. The method used is a qualitative research method. Data collection methods are carried out by direct observation and interviews with informants and conclusions are drawn using inductive methods. The results of this study are (1) The implementation of non-penal policies on the intensity of criminal acts with the development of the people's economy in the Batanghari region, East Lampung has been carried out well. Policies carried out by the village policy apparatus or the Batanghari regional police in East Lampung in tackling criminal acts with the development of the people's economy, namely by deliberation, socialization and counseling. (2) The inhibiting factors that exist in the implementation of non-penal policies on the intensity of criminal acts with the development of the people's economy in the Batanghari region, East Lampung, namely that there are still many community members who do not realize their mistakes so that they repeat the same crime, have difficulty finding a win-win solution between the victim and the perpetrator, then there is no deterrent effect for the perpetrators of crime, limited personnel in reaching the area and a lack of indications of settlement means in this case from the Batanghari regional police, East Lampung.
