Kepemimpinan kepala desa merupakan aspek yang sangat penting, kepala desa merupakan aktor utama didalam pemerintahan desa, tingkat pendidikan kepala desa tentunya sangat berpengaruh terhadap tingkat keberhasilan dan kefektifan di dalam pemerintahan desa, karena tingkat pendidikan kepala desa menentukan arah kebijakan, program, serta keberhasilan pemerintah desa khususnya di desa tekad untuk meningkakan indeks desa membangun (IDM), dalam upaya untuk mencapai kesejahteraan masyarakat desa tekad. Tujuan penelitian ini adalah Untuk mengetahui Kepemimpinan Kepala Desa Dalam Meningkatkan Indeks Desa Membangun Di Desa Tekad Kecamatan Pulau Panggung Kabupaten Tanggamus dengan menggunakan teori dari Nawawi (2003), meliputi Fungsi Kepemimpinan Instruktif, Fungsi Kepemimpinan Konsultatif, Fungsi Kepemimpinan Partisipatif dan Fungsi Kepemimpinan Pengendalian. Metode dalam penelitian ini menggunakan deskriptif kualitatif. Teknik pengumpulan data dengan wawancara. Hasil penelitian menunjukan hasil observasi, hasil wawancara dan studi dokumen menjelaskan bahwa Kepala Desa Tekad sudah Menjalankan Fungsi Kepemimpinan instruktif, Fungsi Kepemimpinan Konsultatif, Fungsi Kepemimpinan Partisipatif, namun pada fungsi pengendalian belum terlaksana dengan baik karena kepala desa hanya melakukan fungsi pengawas dan tidak melakukan fungsi pelatihan sebagai upaya untuk meningkatkan kemampuan aparatur desa tekad. Sedangkan dalam Indeks Desa Membangun Kepala desa telah melaksanakan pembangunan pada indeks Ketahanan Sosial berupa Pembangunan Posyandu dan pada indeks ketahanan ekonomi berupa pembangunan jalan untuk petani. Kepemimpinan kepala desa dalam meningkatkan indeks desa membangun Membangun belum efektif karena ada dua indikator yang belum terlaksana yaitu Indeks Pendidikan dan Indeks Ketahanan Lingkungan, kepala desa beranggapan bahwa telatnya pencairan Anggaran Dana Desa dari pusat adalah salah satu penyebab lambatnya realisasi kebijakan pembangunan di desa tekad. Kata kunci: Fungsi Kepemimpinan, Kepala Desa, Indeks Desa Membangun. The leadership of the village head is a very important aspect, the village head is the main actor in village government, the education level of the village head certainly greatly influences the level of success and effectiveness in village government, because the education level of the village head determines the direction of policies, programs and the success of the village government especially in the village of determination to increase the village development index (IDM), in an effort to achieve the welfare of the village community. The purpose of this study was to find out the village head's leadership in increasing the village building index in Tekad Village, Pulau Panggung District, Tanggamus Regency using the theory from Nawawi (2003), including the Instructive Leadership Function, the Consultative Leadership Function, the Participatory Leadership Function and the Controlling Leadership Function. The method in this study uses descriptive qualitative. Data collection techniques with interviews. The results of the study show the results of observations, interviews and document studies explaining that the Tekad Village Head has carried out an instructive leadership function, a consultative leadership function, a participatory leadership function, but the control function has not been carried out properly because the village head only performs the supervisory function and does not carry out the training function. as an effort to improve the ability of the village apparatus. Whereas in the Development Village Index the village head has carried out construction on the Social Resilience index in the form of Posyandu Development and on the economic resilience index in the form of building roads for farmers. The village head's leadership in increasing the village development index has not been effective because there are two indicators that have not been implemented, namely the Education Index and the Environmental Resilience Index, the village head thinks that the late disbursement of the Village Fund Budget from the center is one of the causes of the slow realization of development policies in the village.
