Program Sertifikasi Halal Gratis (SEHATI) merupakan upaya pemerintah dalam percepatan pemberian sertifikasi halal kepada pelaku Usaha Mikro dan Kecil (UMK) dengan mekanisme self declare, yang salah satunya dilaksanakan di Kota Bandar Lampung, Provinsi Lampung. Program ini telah di implementasikan di Kota Bandar Lampung sejak tahun 2021, akan tetapi hanya 3% dari total 118.490 UMK di Kota Bandar Lampung yang telah memiliki sertifikasi halal. Tujuan dari penelitian ini yaitu untuk menganalisis proses pengimplementasian program SEHATI dalam upaya akselerasi pemberian sertifikasi halal kepada pelaku UMK di Kota Bandar Lampung, dan mengidentifikasi faktor pendukung dan penghambatnya. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif yang dikaji menggunakan teknik analisis data model interaktif dengan indikator model implementasi kebijakan Merilee S. Grindle. Dalam penelitian ini, peneliti mendapatkan data melalui proses observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian, implementasi program SEHATI di Kota Bandar Lampung sudah berjalan dengan cukup baik karena adanya insiatif dan komitmen dari Satgas halal pada Kanwil Kemenag Provinsi Lampung. Satgas halal sebagai implementor sudah menjalankan tugasnya sesuai dengan Keputusan Kepala BPJPH Kemenag RI Nomor: 139/BD.II.Kp.07.6/07/2022. Namun masih terdapat beberapa kendala yang harus diperbaiki dalam proses pengimplementasiannya seperti kurangnya jumlah pendamping PPH yang aktif, device pendamping PPH yang kurang mendukung, sistem yang sering terkendala dan kurangnya kesadaran pelaku UMK terkait regulasi mandatori halal. Kata Kunci: Sertifikat Halal, Self Declare, UMK The Sertifikasi Halal Gratis (SEHATI) is the government's effort to accelerate the provision of halal certification to Micro and Small Enterprises (MSEs) using a selfdeclaration mechanism, one of which is implemented in Bandar Lampung City, Lampung Province. This program has been implemented in Bandar Lampung City since 2021, however only 3% of the total 118,490 MSEs in Bandar Lampung City have halal certification. This research aims to analyze the process of implementing the SEHATI program to accelerate the provision of halal certification to MSEs in Bandar Lampung City and identify supporting and inhibiting factors. This research uses a qualitative approach with a descriptive research type which is studied using interactive model data analysis techniques with Merilee S. Grindle's policy implementation model indicators. Researchers obtained data through observation, interviews, and documentation in this research. Based on the research results, the implementation of the SEHATI program in Bandar Lampung City has gone quite well due to the initiative and commitment of the Halal Task Force at the Regional Office of the Ministry of Religion of Lampung Province. The halal task force as implementer has carried out its duties by the Decree of the Head of BPJPH, Ministry of Religion of the Republic of Indonesia Number: 139/BD.II.Kp.07.6/07/2022. However, there are still several obstacles that must be corrected in the implementation process, such as the lack of active PPH assistants, PPH companion equipment that is less supportive, a system that is often hampered, and a lack of awareness among MSE actors regarding halal regulations.
