Permasalahan dibidang pendidikan dan kemiskinan menjadi permasalahan yang cukup berpengaruh pada proses pembangunan suatu Negara karena turut andil dalam kualitas Sumber Daya Manusia (SDM). Salah satu upaya Pemerintah dalam menyelesaikan permasalahan serta memaksimalkan kesejahteraan masyarakat dibidang pendidikan dan kemiskinan yaitu melalui Program Keluarga Harapan (PKH). Memaksimalkan upaya ini, Pelaksana Program Keluarga Harapan Provinsi Lampung menciptakan sebuah inovasi untuk memberikan pendampingan dan pemberdayaan kepada salah satu komponen Keluarga Penerima Manfaat yang dinamakan Gerakan Ayo Kuliah. Pada pelaksanaannya, sebuah inovasi juga dipahami sebagai suatu proses yang terdiri dari rangkaian aktivitas individu atau organisasi sejak menyadari peluang sampai penerapannya. Penelitian ini bertujuan untuk memahami kondisi tersebut melalui The Innovation Lifecycle Theory yang dikemukakan oleh Observatory Public Sector Innovation dari Organization for Economic Co-operation and Development. Hasil penelitian menunjukkan bahwa Inovasi Gerakan Ayo Kuliah telah melakukan seluruh siklus dengan catatan kurang optimalnya jangkauan pada proses implementasi inovasi dan penyebarluasan inovasi yang disebabkan oleh keterbatasan akses dan sarana prasarana. Penelitian ini juga menemukan besarnya dukungan Pemerintah setempat, kemudahan koordinasi, serta solidaritas Keluarga Penerima Manfaat sebagai faktor pendukung dan kondisi sosial ekonomi keluarga, kuota beasiswa, serta akses advokasi universitas diluar Lampung sebagai faktor penghambat. Kata Kunci: Inovasi, Program Keluarga Harapan, Gerakan Ayo Kuliah Problems in the field of education and poverty are problems that have quite an influence on the development process of a country because they contribute to the quality of Human Resources (HR). One of the Government's efforts to solve problems and maximize community welfare in the fields of education and poverty is through the Family Hope Program (PKH). Maximizing this effort, the Lampung Province Family of Hope Program Implementer created an innovation to provide assistance and empowerment to one component of the Beneficiary Families called the Let's Go to College Movement. In practice, innovation is also understood as a process consisting of a series of individual or organizational activities from realizing the opportunity to implementing it. This research aims to understand this condition throughThe Innovation Lifecycle Theory presented byObservatory Public Sector Innovation fromOrganization for Economic Co-operation and Development. The results of the research show that the Let's Go to College Innovation Movement has carried out the entire cycle with a record of less than optimal coverage of the process of implementing innovation and disseminating innovation due to limited access and infrastructure. This research also found the amount of local government support, ease of coordination, and solidarity of beneficiary families as supporting factors and family socio-economic conditions, scholarship quotas, and access to university advocacy outside Lampung as inhibiting factors.
