Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pemilihan Kepala Daerah dan Wakil Kepala Daerah atau Pilkada yang inklusif memberikan peluang dan akses yang sama bagi seluruh rakyat untuk berpartisipasi dalam pemilihan serta tidak ada diskriminasi dalam setiap tahapannya. Penyelenggara pada Pemilihan Wali Kota dan Wakil Wali Kota (pilwakot) Bandar Lampung 2020 berkewajiban memfasilitasi kebutuhan warga negara yang telah berhak menurut hukum untuk memilih atau dipilih. Penelitian ini bertujuan mengidentifikasi fasilitasi Sosialisasi pendidikan pemilih (sosdiklih) yang di lakukan KPU Kota Bandar Lampung dalam memenuhi hak pilih kelompok disabilitas dan menganalisis strategi sosialisasi pendidikan pemilih yang telah dilakukan oleh KPU Kota Bandar Lampung kepada kelompok penyandang disabilitas. Jenis penelitian adalah deskriptif kualitatif dengan teknik pengumpulan data wawancara mendalam.. Strategi yang dilakukan KPU Kota Bandar Lampung yaitu; Pembentukan Relawan Demokrasi segmen disabilitas, dan kerja sama dengan organisasi disabilitas, pemberdayaan Rumah Pintar Pemilu, Sosialisasi media, dan kelompok berpengaruh. Hasil penelitian menunjukkan bahwa meskipun KPU Kota Bandar Lampung telah melaksanakan strategi sosdiklih dan tata kelola pilkada namun Pilwakot Bandar Lampung tahun 2020 belum dilaksanakan secara inklusif karena masih terdapat hak-hak kelompok penyandang disabilitas yang terabaikan (tereksklusi). KPU Kota Bandar Lampung perlu menerapkan kebijakan khusus berupa pemberian kuota kepada Kelompok penyandang disabilitas untuk menjadi penyelenggara pilkada sebagai salah satu bentuk komitmen memenuhi hak-hak kelompok disabilitas dalam pilkada, dan bekerjasama dengan stakeholder pilkada mendalami karakter kelompok penyandang disabilitas melalui bimbingan teknis serta mengkaji ulang strategi sosdiklih yang telah dilakukan. Kata kunci: Pilkada Inklusif, Pemilih Disabilitas, Strategi Fasilitasi sosialisasi pendidikan pemilih. ABSTRACT Inclusive regional head and deputy regional head elections or regional elections provide equal opportunities and access for all people to participate in elections and there is no discrimination at any stage. Organizers of the 2020 Bandar Lampung Mayor and Deputy Mayor (pilwakot) election are obliged to facilitate the needs of citizens who have the legal right to vote or be elected. This research aims to identify the facilitation of Voter Education Socialization (Sosdiklih) carried out by the Bandar Lampung City KPU in fulfilling the voting rights of disabled groups and to analyze the voter education socialization strategy that has been carried out by the Bandar Lampung City KPU for groups of people with disabilities. The type of research is descriptive qualitative with in-depth interview data collection techniques. The strategy used by the Bandar Lampung City KPU is; Formation of Democracy Volunteers for the disability segment, and collaboration with disability organizations, empowerment of the Election Smart House, media outreach, and influential groups. The results of the research show that although the Bandar Lampung City KPU has implemented a social education and climate strategy and regional election governance, the 2020 Bandar Lampung City Election has not been implemented inclusively because there are still rights of groups of people with disabilities that are neglected (excluded). The Bandar Lampung City KPU needs to implement a special policy in the form of giving quotas to groups of people with disabilities to become regional election organizers as a form of commitment to fulfilling the rights of disabled groups in regional elections, and in collaboration with regional election stakeholders to explore the character of groups of people with disabilities through technical guidance and reviewing strategies. social education that has been carried out.
