Abstrak Undang-Undang Sistem Pendidikan Nasional (UUSPN) yang disahkan DPR pada tanggal 11 Juni 2003, yang berisi "Pemerintah dan pemerintah daerah wajib menjamin tersedianya anggaran guna terselenggaranya pendidikan bagi setiap warga negara yang berusia tujuh sampai dengan lima belas tahun" (Pasal 2 Ayat1). Butir tersebut menyatakan bahwa pemerintah wajib menyelenggarakan pendidikan setingkat SD sampai dengan SMP secara cuma-cuma, atau minimal murah. Program Bantuan Operasional Sekolah merupakan realisasi dari Undang – Undang tersebut. Dengan adanya Program BOS, seluruh siswa miskin dapat mengecam pendidikan yang bermutu sehingga kualitas Sumber Daya Manusia (SDM) dapat ditingkatkan maka jumlah Angka Partisipasi Kasar dapat meningkat dan berpengaruh terhadap Indeks Pembangunan Manusia. Permasalahan yang diangkat dalam penulisan ini adalah bagaimana pengaruh Program Bantuan Operasional Sekolah (BOS) SD-SMP dan Angka Partisipasi Kasar terhadap Indeks Pembangunan Manusia (IPM) di Lampung. Tujuan dari penulisan ini adalah untuk mengetahui dan menganalisis hubungan Bantuan Operasional Sekolah (BOS) dan Angka Partisipasi Kasar terhadap Indeks Pembangunan Manusia (IPM) dalam peningkatan SDM di Lampung. Alat analisis yang digunakan dalam penulisan ini adalah analisis deskriptif kualitatif. Dari hasil perhitungan yang menggunakan analisis tabel menunjukkan bahwa pada tahun 2005 – 2009 (tahun penelitian) terjadi peningkatan yang signifikan dalam kualitas Sumber Daya Manusia di Lampung. Program BOS dan Angka Partisipasi Kasar mempengaruhi Indeks Pembangunan Manusia dilihat dari kenaikan rata – rata tiap tahunnya. Rata – rata perubahan dana BOS tiap tahun sekitar 27,14%. Total rata – rata Angka Partisipasi Kasar SD sebesar 108,5% dan SMP sebesar 82,2 dengan rata – rata IPM sebesar 68,79%. Pencapaian Angka Partisipasi Kasar ini cukup dalam penuntasan Wajib Belajar 9 tahun sehingga pencapaian Indeks Pembangunan Manusia termasuk ke dalam golongan menengah atas sehingga tujuan Pemerintah dan Departemen Pendidikan dapat tercapai. Abstract Law on National Education System (UUSPN) has been established by DPR on June 11, 2003, which contains " The Government and local governments must ensure the availability of budget for implementation of education for every citizen aged seven to fifteen years" (Article 2 Ayat 1) . Grain states that government shall provide elementary school up to junior high school level for free, or at least cheap. School Operational Cost Program is a realization of the Law. With the existence of the BOS program, all students can be critical of poor quality education so that the quality of Human Resources (HR) can be increased then the amount of Gross Enrollment can be increased and the effect on the Human Development Index. Issues raised in this paper is how the influence of the School Operational Cost Program (BOS) elementary and junior high schools and Enrollment Rough on the Human Development Index (HDI) in Lampung. The purpose of this paper is to study and analyze the influence of the School Operational Assistance (BOS) and Rough Enrollment on the Human Development Index (HDI) in a HR increase in Lampung. Analyzer used in this writing is descriptive and qualitative analysis. From the calculation using table analysis showed that in the year 2005 - 2009 (years of research) there is a significant improvement in the quality of Human Resources in Lampung. BOS Program Participation Rate and Human Development Index Coarse affect views of the increase - average each year. - Average change in the BOS funds each year is about 27.14%. Total - average gross primary school participation rate of 108.5% and amounted to 82.2 with the SMP - average HDI of 68.79%. Achieving Gross Enrollment is enough in the completion of nine-year compulsory education so that the achievement of the Human Development Index belonging to the upper middle class so that the purpose of the Government and the Ministry of Education can be achieved.
