The aims of this study are to analyze the competitiveness of maize farming and the policy effectiveness of the maize seeds program in South Lampung District. The research method used was survey method. This research was conducted in Jati Agung and Kalianda Subdistricts, South Lampung District. The research location was selected purposively with the consideration that Jati Agung and Kalianda sub-districts have the largest maize seeds program area in South Lampung District. Data collection was conducted in March-April 2023. The number of samples in Kecamatan Jati Agung was 40 farmers and in Kecamatan Kalianda was 26 farmers. Determination of villages in each sub-district was done purposively. The analytical tool to analyze the first objective is the PAM method, and for the second objective using gap analysis is a tool to measure the comparison of actual performance with potential or expected performance. The results showed that maize farming in South Lampung Regency already has a competitive and comparative advantage with a PCR value in 2021 of 0.7879 and 0.7915 in 2022 as well as the DRCR value in 2021 of 0.2084 and 0.2687 in 2022. The value of the gap between expectations and perceptions is more than -1 or further away from zero, namely -1.91, which means that it is in the category of not good, so that the performance of the implementation of the hybrid maize seed assistance program is not fully effective. Tujuan dari penelitian ini adalah untuk menganalisis daya saing usaha tani jagung dan menganalisis efektivitas kebijakan program benih jagung di Kabupaten Lampung Selatan. Metode penelitian yang digunakan adalah metode survey. Penelitian ini dilakukan di Kecamatan Jati Agung dan Kecamatan Kalianda, Kabupaten Lampung Selatan. Pemilihan lokasi penelitian ini dilakukan secara sengaja (purposive) dengan pertimbangan bahwa Kecamatan Jati Agung dan Kecamatan Kalianda luas areal program bantuan benih Jagung terluas di Kabupaten Lampung Selatan. Pengambilan data dilakukan pada bulan Maret – April tahun 2023. Jumlah sampel di Kecamatan Jati Agung sebanyak 40 orang petani dan di Kecamatan Kalianda sebanyak 26 orang petani. Penentuan desa di masing-masing kecamatan dilakukan secara sengaja (purposive). Tujuan pertama menggunakan metode PAM dan tujuan kedua menggunakan analisis gap untuk mengukur perbandingan kinerja aktual dengan kinerja potensial atau yang diharapkan. Hasil penelitian menunjukkan bahwa usaha tani jagung di Kabupaten Lampung Selatan memiliki keunggulan kompetitif dan komparatif dengan Nilai PCR pada tahun 2021 sebesar 0,7879 dan sebesar 0,7915 pada tahun 2022 serta nilai DRCR pada tahun 2021 sebesar 0,2084 dan sebesar 0,2687 pada tahun 2022. Nilai gap antara ekspektasi dan persepsi lebih dari -1 atau semakin menjauh dari nol yaitu sebesar -1,91 berarti bahwa berada pada kategori tidak baik, sehingga kinerja pelaksanaan program bantuan benih jagung hibrida belum sepenuhnya efektif.
