Konflik pendirian rumah ibadah menjadi salah satu penghambat dalam menciptakan kerukunan umat beragama dan menciptakan masyarakat damai. Konflik pendirian rumah ibadah merupakan suatu hal yang sangat senstif dan perlu diselesaikan dengan strategi yang tepat supaya konflik dapat terselesaikan sehingga memunculkan rasa saling menghormati antara satu dengan yang lainnya. Penelitian ini bertujuan untuk menganalisis strategi Badan Kesbangpol dalam mengelola konflik pendirian rumah ibadah Vihara Virya Paramitha di Kota Bandar Lampung. Penelitian ini menggunakan tiga indikator yaitu akomodasi, kolaborasi, dan kompromi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan informan dari pemerintah yaitu Badan Kesbangpol Kota Bandar Lampung, Lurah Sepang Jaya dan FKUB Kota Bandar Lampung. Informan dari masyarakat yaitu pihak Vihara Virya Paramitha. Hasil penelitian menunjukkan bahwa konflik pendirian rumah ibadah Vihara Virya Paramitha terjadi karena kurangnya komunikasi antar kedua belah pihak yang berkonflik. Badan Kesbangpol menjalankan strategi akomodasi dengan cara mengindetifikasi permasalahan, pihak yang berkonflik dianjurkan untuk berkomunikasi jujur, dan menyelenggarakan dialog yang difasilitasi FKUB. Indikator kedua kolaborasi, menunjukkan bahwa Badan Kesbangpol dalam mengelola konflik agama berkolaborasi dengan FKUB, pemerintah tingkat kecamatan dan kelurahan, serta masyarakat setempat. Indikator yang ketiga kompromi, Badan Kesbangpol menjalankan strategi dengan cara menemui pihak yang berkonflik kemudian mengundang pihak yang berkonflik untuk menyepakati perdamaian dengan membuka kembali jalan masyarakat yang tertutup. Strategi penyelesaian konflik pendirian rumah ibadah Vihara yang dilakukan Badan Kesbangpol dengan indikator akomodasi, kolaborasi, dan kompromi berhasil menyelesaikan konflik. Dengan berakhirnya penyelesaian konflik maka strategi Badan Kesbangpol dalam mengelola konflik pendirian rumah ibadah Vihara Virya Paramitha dinyatakan tepat. Kata kunci: Resolusi konflik, konflik agama, pendirian rumah ibadah The conflict over the establishment of houses of worship is one of the obstacles in creating religious harmony and creating a peaceful society. The conflict over the establishment of houses of worship is a very sensitive thing and needs to be resolved with the right strategy so that conflicts can be resolved so as to generate mutual respect between one another. This study aims to analyze the strategy of the Kesbangpol Agency in managing conflicts over the establishment of the Virya Paramitha Vihara house of worship in Bandar Lampung City. This study used three indicators, namely accommodation, collaboration, and compromise. The research method used was descriptive qualitative with informants from the government, namely the Bandar Lampung City Kesbangpol Agency, Sepang Jaya Subdistrict and Bandar Lampung City FKUB. The informant from the community is the Virya Paramitha Vihara. The results showed that the conflict over the establishment of the Virya Paramitha Vihara house of worship occurred due to lack of communication between the two parties to the conflict. The Kesbangpol Agency carries out an accommodation strategy by identifying problems, conflict parties are encouraged to communicate honestly, and organizing dialogue facilitated by FKUB. The second indicator of collaboration shows that the Kesbangpol Agency in managing religious conflicts collaborates with FKUB, sub-district and kelurahan level governments, and local communities. The third indicator of compromise, the Kesbangpol Agency carries out a strategy by meeting the conflicting parties and then inviting the conflicting parties to agree on peace by reopening closed community roads. The conflict resolution strategy for the establishment of Vihara houses of worship carried out by the Kesbangpol Agency with indicators of accommodation, collaboration, and compromise succeeded in resolving conflicts. With the end of conflict resolution, the Kesbangpol Agency's strategy in managing conflicts over the establishment of the Virya Paramitha Vihara house of worship was declared appropriate.
