Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini bertujuan untuk menganalisis efektivitas implementasi kebijakan ritel tradisional di Kabupaten Mukomuko dan menilai implikasi dari implementasi kebijakan terhadap pencapaian SDGs pilar pembangunan ekonomi. Penelitian ini dilakukan menggunakan penelitian kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan dengan cara observasi, wawancara dan dokumentasi. Peneliti menggunakan teori George C. Edward dimana efektivitas implementasi kebijakan dipengaruhi oleh 4 (empat) faktor antara lain : faktor komunikasi, faktor sumber daya, faktor disposisi/sikap dan faktor struktur birokrasi. Hasil penelitian menunjukkan bahwa efektivitas implementasi kebijakan ritel tradisional di Kabupaten Mukomuko tidak efektif. Hal ini berdasarkan adanya beberapa pihak stakeholder yang kurang bertanggung jawab dalam melaksanakan tugas. Kondisi SDM yang tidak terpenuhi secara kuantitas dan kualitas serta sarana prasarana yang tidak lengkap juga ikut menghambat efektivitas implementasi kebijakan. Kemudian, ketidaksesuaian kualifikasi dengan kebutuhan menyebabkan ketidakprofesionalan aparatur dalam mengemban beban kerja, dan SOP tidak berjalan dengan baik disebabkan koordinasi yang kurang maksimal dari DPMPTSP dan Dinas Perindustrian, Perdagangan, Koperasi dan UMKM dalam meningkatkan kepatuhan syarat legalitas UMKM. Hal ini menyebabkan salah satu indikator pilar pembangunan ekonomi SDGs yakni pertumbuhan WUB realisasinya tidak mencapai target. Berdasarkan hasil temuan, disimpulkan bahwa tidak efektifnya implementasi kebijakan ritel tradisional di Kabupaten Mukomuko berimplikasi negatif terhadap capaian pertumbuhan WUB yang menjadi salah satu indikator capaian SDGs Pilar Pembangunan ekonomi di Kabupaten Mukomuko. This research aims to analyze the effectiveness of the implementation of traditional retail policies in Mukomuko Regency and assess the implications of policy implementation for achieving the SDGs pillars of economic development. This research was conducted using qualitative research with descriptive methods. Data collection techniques used were observation, interviews and documentation. Researchers use George C. Edward's theory where the effectiveness of policy implementation is influenced by 4 (four) factors, including: communication factors, resource factors, disposition/attitude factors and bureaucratic structure factors. The research results show that the effectiveness of implementing traditional retail policies in Mukomuko Regency is not effective. This is based on the existence of several stakeholders who are irresponsible in carrying out their duties. Human resource conditions that are not met in terms of quantity and quality as well as incomplete infrastructure also hinder the effectiveness of policy implementation. Then, the mismatch between qualifications and needs causes unprofessionalism in the apparatus in carrying out the workload, and SOP do not work well due to less than optimal coordination from the DPMPTSP and the Department of Industry, Trade, Cooperatives and MSMEs in improving compliance with MSME legality requirements. This causes one of the pillar indicators of SDGs economic development, namely WUB growth, to not reach the target. Based on the findings, it is concluded that the ineffective implementation of traditional retail policies in Mukomuko Regency has negative implications for achieving WUB growth which is one of the indicators for achieving the SDGs Pillar of Economic Development in Mukomuko Regency.
