Abstrak Selama ini pembangunan ekonomi yang dilaksanakan diKabupaten Lampung Timur dilaksanakan dengan sistim perencanaan yang terpadu dan terintegrasi. Pembangunan ekonomi dan perencanaan pembangunan ekonomi itu telah mendorong terciptanya tingkat pertumbuhan ekonomi di Kabupaten ini sejak tahun 2004 hingga tahun 2010 rata-rata mencapai 5,51 persen, laju pertumbuhan ekonomi yang tinggi ini berdampak pada kontribusi sektor-sektor ekonomi terhadap PDRB, yang diikuti dengan terjadinya perubahan struktur ekonomi khususnya pada sektor pertanian yang terus menurun,pada tahun 2004 dan sumbangannya 45,27 persen, selain itu pada tahun 2010 menurun menjadi 37,49 persen. Yang menjadi permasalahan dalam penelitian ini adalah sektor-sektor apa saja yang masih mampu mendukung perkembangan sektorpertanian dalam memacu pertumbuhan ekonomi di Kabupaten Lampung Timur ini. Penelitian ini bertujuan untuk mengidentifikasi sektor-sektor yang menjadi sektor unggulan di Kabupaten Lampung Timur dan untuk mengetahui sektor-sektor unggulan yang memiliki prioritas tertinggi yang mampu mendukung perkembangan sektor pertanian dalam memacu pertumbuhan ekonomi di Kabupaten LampungTimur. Data yang digunakan dalam penelitian ini adalah data tentang Produk Domestik Regional Bruto (PDRB) Kabupaten Lampung Timur dan Propinsi Lampung tahun 2004 hingga tahun 2010. Data tersebut diperoleh dari survei sekunder, yaitu dengan memanfaatkan data yang telah tersedia pada instansi terkait. Dalam skripsi ini digunakan model basis ekonomi yang tercermin pada analisis Location Quotient (LQ) dan analisis Shift Shareyang berguna untuk mengetahui sektorsektor unggulan di Kabupaten Lampung Timur serta dilengkapi dengan analisis Typology Klassenatau Tipologi Sektoral untuk mengetahui sektor unggulan yang dapat dikembangkan. Dari hasil penelitian periode 2004 – 2010 diperolehhasil dengan menggunakan alat analisis Location Quotient(LQ), analisis Shift Sharedan Tipologi Sektoral Klassen, dapat teridentifikasi ada 3 (tiga) sektor unggulan (basis) yang dapat dikembangkan dalam rangka meningkatkan laju pertumbuhan ekonomi di Kabupaten Lampung Timur yaitu sektor industri pengolahan, sektor perdagangan hotel dan restoran serta sektor Jasa-jasa dengan nilai indeks LQ selama periode penelitian (2002-2007) lebih dari satu (LQ > 1), nilai Shift Shareyaitu Differential Shift(Dr) yang memiliki nilai positif dan termasuk kedalam kategori Tipologi I (sektor maju dan tumbuh dengan pesat) yang berarti“istimewa” untuk dikembangkan. Pengembangan ketiga sektor ini diharapkan akan dapat meningkatkan perolehan PDRB Kabupaten Lampung Timursehingga dapat meningkatkan laju pertumbuhan ekonominya dan menjadikan ketiga sektor tersebut sebagai prioritas pembangunan agar terjadiakselerasi Pertumbuhan Ekonomi di Kabupaten Lampung Timur. Selain itu dari hasil penelitian diperoleh bahwa untuk sektor industri pengolahan mampu mendukung keterpurukan sektor pertanian dan menjadi sektor prioritas tertinggi, karena diperoleh hasil LQ = 1,04 dan komponen differential shift(Dr) = Rp.76.911.870.000,00 atau sektor industri pengolah di kabupaten ini tumbuh lebih cepat karena dorongan internalnya dibanding tingkatpertumbuhan provinsi dan nilai Dr nya tertinggi dibanding sektor lainnya. Sektor Pengolahan mampu mengatasi keterpurukan dari kontribusi sektor pertanian terhadap PDRB. The economic development and planning of economic development that has encouraged the creation of economic growth in this district from 2004 to 2010 averaged 5.51 percent, the rate of economic growth is impacting toward economic sectors to GDP, followed by structural changes in the economy especially in the agricultural sector that continues to decline in 2004 and 45.27 percent contribution, in addition in 2010decreased to 37.49 percent. The problem in this study is "what sectors are still able to support the development of the agricultural sector in spurring economic growth in East Lampung district”. The aims of this study are to identify the sectors that become the superior sector in East Lampung district and to know the superior sectors that have the highest priority to support the development of agriculturalsector in spurring economic growth in the East Lampung district. The data used in this study are data Gross DomesticProduct (GDP) of East Lampung district and Lampung Province from 2004 until 2010. The data are obtained from secondary survey which is available on the related agencies. In this thesis used the economic base model is reflected inthe analysis of Location Quotient (LQ) and Shift Share analysis that is useful to know the superior sectors in North Lampung district and also equipped with Typulugy Klassenanalysis or Sectoral typology to determine the superior sector to developed. From the results of the study period 2004 – 2010 obtained using analytical tools Location Quotient (LQ), Shift Share analysis and Klassen Sectoral Typology, it can be identified that there are three (3) superiorsectors (base) that can be developed in order to promote economic growth in the East Lampung district. They are manufacturing, trade, hotels and restaurants sector and Services sectors with LQ values during the period study (2002-2007) more than one (LQ> 1), the value of Shift Share is Differential Shift (Dr) which has positive value and included into the typology I category (advanced sectors and growing rapidly), which means "special" to develop. The development of these three sectors is expected to increase the acquisition Gross DomesticProduct (GDP) of East Lampung district so that can increase the rate of economic growth and make those three sectors as a priority so that the acceleration of economic growth in the East Lampung district can be reached. In addition, from the results of the research showed that the manufacturing sector is able to support the agricultural sector and become the highest priority sector, because of the results obtained LQ = 1.04 and shift differentialcomponents (Dr) = Rp.76.911.870.000, 00 or the manufacturing sector in this district grow faster than Lampung province growth rate and its Dr value is the highest compared to other sectors. The manufacturing sector is able to overcome the slump of the agricultural sector contribution toward Gross Domestic Product (GDP). Keyword: The Superior Sectors
