Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan Program Bantuan Stimulan Perumahan Swadaya (BSPS) di Desa Sribasuki, Kecamatan Kotabumi, Kabupaten Lampung Utara. Program BSPS merupakan salah satu program pemerintah untuk membantu masyarakat berpenghasilan rendah dalam memperbaiki dan membangun rumah tidak layak huni. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Informan dalam penelitian ini terdiri dari aparat pemerintah desa, ketua RT dan masyarakat penerima bantuan BSPS. Hasil penelitian menunjukkan bahwa pelaksanaan program BSPS di Desa Sribasuki cukup efektif. Hal ini dapat dilihat dari: 1) ketepatan sasaran, dimana penerima manfaat BSPS sudah sesuai dengan kriteria yang ditetapkan pemerintah. 2) Sosialisasi program cukup baik sehingga masyarakat memahami tujuan dan mekanisme program. 3) Pencapaian tujuan program, yaitu meningkatkan kualitas rumah tidak layak huni menjadi layak huni. 4) Pengawasan program, dimana dana bantuan yang diberikan cukup memadai, meskipun masih ada beberapa penerima bantuan yang harus menambah dana sendiri untuk menyelesaikan pembangunan rumah. Ketepatan waktu proses program cukup baik, sehingga tidak menghambat proses pembangunan. Namun, masih terdapat beberapa kendala dalam pelaksanaan program, seperti kurangnya monitoring dan evaluasi dari pemerintah daerah, serta masih ada penerima manfaat yang belum sepenuhnya memahami tata cara penggunaan dana bantuan. Kata kunci: efektivitas, BSPS, perumahan swadaya ABSTRACT EFFECTIVENESS OF IMPLEMENTING THE SELF-OWNED HOUSING STIMULANT ASSISTANCE PROGRAM (BSPS) IN SRIBASUKI VILLAGE, KOTABUMI DISTRICT, NORTH LAMPUNG DISTRICT By Aisya Gustiayu Rahmawati This study aims to analyse the effectiveness of the implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) in Sribasuki Village, Kotabumi District, North Lampung Regency. The BSPS programme is one of the government programmes to assist low-income communities in repairing and constructing uninhabitable houses. The research method used is a descriptive qualitative method. Data were collected through interviews, observation and documentation. The informants in this study consisted of village government officials, RT heads and BSPS beneficiaries. The results showed that the implementation of the BSPS programme in Sribasuki village was quite effective. This can be seen from: 1) the accuracy of targeting, where BSPS beneficiaries were in line with the criteria set by the government. 2) The socialisation of the programme was good enough so that the community understood the objectives and mechanisms of the programme. 3) Achievement of programme objectives, which can improve the quality of uninhabitable houses to make them habitable. 4) The monitoring of the programme, where the assistance funds provided were adequate, although there are still some beneficiaries who have to add their own funds to complete the construction of the house. The timeliness of the programme process is quite good, so that it does not hinder the construction process. However, there are still some obstacles in the implementation of the programme, such as the lack of monitoring and evaluation by the local government, and there are still beneficiaries who do not fully understand the procedures for using the assistance funds.
