DPRD sebagai pemangku suara masyarakat daerah memiliki andil yang kuat dalam menyokong pembangunan legislasi daerah. Sehingga produk hukum bentukan dari DPRD berperan penting dalam konteks pembangunan legislasi yang mensejahterakan. Perda sebagai produk hukum DPRD berperan sebagai penampung kondisi dan kekhasan daerah serta sebagai local wisdom Masyarakat. Penelitian ini dilakukan dengan capaian pembentukan peraturan daerah inisiatif DPRD terkhusus DPRD Provinsi Lampung Tahun 2020-2023 beserta hambatan pembentukannya. Penelitian ini menggunakan metode normatif empiris dengan berpegang pada aspek peraturan perundang-undangan dan data lapangan. Penelitian ini bersumber pada ketentuan peraturan perundang-undangan diatas peraturan daerah. Kemudian penelitian ini juga menggunakan data Keputusan DPRD Lampung mengenai Propemperda tahun 2020-2023. Hasil penelitian ini menunjukan bahwa capaian Perda Inisiatif DPRD secara kumulatif dalam kurun waktu 4 Tahun berturut-turut hanya 58, 69 % dengan perbandingan antara 46 usulan dengan 27 perda yang sah. Kurang maksimalnya capaian tersebut dikarenakan ada beberapa hambatan seperti norma judul yang termuat dalam Propemperda kurang sesuai kewenangan, adanya dinamika peraturan perundang-undangan diatas perda yang terlampau cepat, adanya dinamika pelaksanaan pembahasan yang mengubah judul perda dan kedudukan kementrian hukum dan hak asasi manusia yang dirasa kurang tepat saat penyempurnaan perda, dan terakhir adanya jangka waktu pemrosesan nomor perda dalam kementrian yang berwenang. Kata kunci: Peraturan Daerah, DPRD, Capaian The Regional People's Representative Council (RPRC), as the voice of the local community, plays a significant role in supporting the development of regional legislation. Consequently, the legal products formed by the RPRC is essential in shaping legislative development that aims to promote prosperity. Regional regulations, as legal products of the RPRC, serve to accommodate local conditions and characteristics, as well as embody the local wisdom of the community. This study examines the achievements in the formation of RPRC-initiated regional regulations, specifically focusing on the Lampung Provincial RPRC from 2020 to 2023, as well as the obstacles encountered in the process. This research employs an empirical normative approach, which underlying in the legal framework and field data. The study is based on statutory provisions above regional regulations and utilizes data from the Lampung Provinicial RPRC’s decisions regarding the 2020-2023 Regional Legislation Program. The research result indicate that the cumulative achievement of RPRC-initiated local regulation over four consecutive years is only 58.69%, with a comparison of 46 proposals to 27 enacted regulations. This suboptimal outcome is attributed to several barriers, such as the misalignment of titles in the Regional Legislation Program with RPRC’s authority, rapid changes in higher-level legislation, the dynamic process of discussions that alters the titles and content of the regulations, the perceived inappropriate role of the Ministry of Law and Human Rights in harmonizing the regulations, and the prolonged processing time for registration numbering by the authorized ministry.
