Abstract
Abstrak Adanya perbedaan dalam laju pertumbuhan antar daerah menyebabkan ketimpangan pembangunan antar daerah yang satu dan daerah yang lain. Ketimpangan ini akan terus terjadi apabila tidak adanya kebijakan dari pemerintah. Campur tangan pemerintah dalam masalah ini salah satunya dengan kebijakan otonomi daerah yang diharapkan dapat mengurangi disparitas antar daerah.Salah satu pelaksanaan otonomi daerah adalah desentralisasi fiskal, yaitu pemberian dana transfer kepada pemerintah daerah yang disebut dengan dana perimbangan yang bersumber dari APBN. Penelitian ini bertujuan untuk melihat pengaruh desentralisasi fiskal terhadap ketimpangan pembangunan di Provinsi Lampung. Analisis desentralisasi fiskal difokuskan pada dana transfer dari pemerintah pusat ke daerah yang berupa dana perimbangan yaitu dana alokasi umum, dana alokasi khusus, dan dana bagi hasil terhadap indeks ketimpangan pembangunan yang diukur dengan menggunakan indek sentropi theil. Data yang digunakan adalah data sekunder yang disusun secara panel yang tersusun atas 10 kabupaten/kota di Provinsi Lampung dari tahun 2003 hingga tahun 2012. Alat analisis yang digunakan adalah regresi berganda metode OLS dengan pendekatan Fixed Effect Model. Hasil penelitian menunjukkan bahwa dana alokasi khusus mempunyai pengaruh positif dan signifikan terhadap Indeks ketimpangan di Provinsi Lampung, sedangkan dana alokasi umum dan dana bagi hasil mempunyai pengaruh negatif dan signifikan terhadap indeks ketimpangan yang terjadi di provinsi Lampung. Kata Kunci :Ketimpangan, Dana alokasi khusus, dana alokasi umum, dana bagi hasil, indeks entropi theil, fixed effect model. ABSTRACT The differences in growth rate in every area can leads to development of inter-regional inequality from one area to another. The government intervention in this case is make a policy of regional autonomy that is expected to reduce the disparities among the areas. One of the implementation is fiscal decentralization, that is the transfer of funds to local governments which called equalization funds and sourced from The State Budget. This study aims to look at the effect of fiscal decentralization on the inequality of development in Lampung Province. The analysis focused on fiscal decentralization in form on balancing funds that is general allocation funds, specific allocation funds, and profit sharing funds to the inequality index measured by entropy theil index. This used secondary data which compiled by a panel composed of 10 districts/cities in Lampung Province from 2003 to 2012. This analysis used a multiple regression approached by OLS with fixed effect model. The results showed that the specific allocation funds has a positive and significant impact on inequality index of Lampung Province, while the general allocation funds and profit sharing funds have a negative and significant impact on inequality in Lampung Province.
