ABSTRAK Fenomena Pedagang Kaki Lima (PKL) telah banyak menyita perhatian pemerintah. Karena PKL sering kali dianggap mengganggu ketertiban lalu lintas, jalanan menjadi tercemar, menimbulkan kerawanan sosial dan tata ruang kota menjadi kacau. Sebagai pembuat kebijakan pemerintah harus bersikap aktif dalam menentukan kebijakan terhadap para PKL tersebut. Maraknya PKL berujung pada munculnya berbagai persoalan. Ada pendapat bahwa keberadaan PKL yang semakin tidak teratur mengganggu ketertiban, keindahan serta kebersihan lingkungan. Lokasi berdagang yang sembarangan bahkan cenderung memakai bibir jalan sangat mengganggu lalu lintas baik bagi pejalan kaki maupun pengendara motor atau mobil. Selain itu, parkir kendaraan para pembeli yang tidak teratur juga sangat mengganggu ketertiban. Belum lagi masalah limbah atau sampah. Selama ini para PKL belum sadar akan pentingnya kebersihan sehingga keindahan di lingkungan pun sulit diwujudkan. Mutu barang yang diperdagangkan juga harus diperhatikan, sehingga nantinya tidak merugikan konsumen. Tujuan penelitian ini adalah mendeskripsikan dan menganalisa evaluasi kebijakan Pemerintah Provinsi Lampung dalam penataan Pedagang Kaki Lima (PKL) di Pusat Kegiatan Olahraga (PKOR) Way Halim Kota Bandar Lampung. Metode penelitian menggunakan pendekatan kualitatif, jenis data yang digunakan adalah data primer dan sekunder di mana pengumpulan data menggunakan teknik dokumentasi, observasi dan wawancara. Secara umum hasil penelitian menunjukkan bahwa penataan PKL di kawasan PKOR Way Halim saat ini sudah semakin baik, namun belum dapat dikatakan efektif dan efisien di mana Program Pemerintah dalam Penataan PKL dalam beberapa tahun terakhir tidak secara konsisten dilaksanakan. Kendala yang dihadapi Pemerintah Provinsi Lampung dalam pelaksanaan penertiban PKL aparatur pemerintah yang bertugas sebagai penertiban para pedagang relatif sedikit dibandingkan dengan banyaknya jumlah pedagang yang ditertibkan, kemudian rencana kerja pelaksanaan kegiatan penertiban kurang efektif dan efisien, masih sulitnya untuk penerapan sanksi secara tegas terhadap para PKL yang melanggar ketentuan dan masih rendahnya kesadaran PKL untuk mematuhi kebijakan yang telah ditetapkan pemerintah dalam penataan dan pembinaan lingkungan tempat usaha PKL. Kata Kunci: Evaluasi, Kebijakan, Penataan, Pedagang Kaki Lima. ABSTRACT The phenomenon of informal sector (PKL) has attracted the attention of the government. It is due to the fact that informal sector are often seen as the cause of the diatrubane of traffic order, the road pollution, social insecurity and the chaos of city planning. As the policy maker, then government must be active in determining policies of the informal sector. The rise of the informal sector has been leading to the emergence of various problems. There is an opinion that its existence which is not well organized disturbs the order, beauty and cleanliness of the environment. The trade locations which carelessly use the sideroad become the distrubance for the traffic, both for pedestrians and motorists or cars. In addition, the buyers who park their vehicles carelessly is also very disturbing the order. It also can lead to the problem of waste or garbage. So far, the informal sector has not been aware of the importance of cleanliness, so the beauty in our environment is quite difficult to be realized. Then, the quality of goods traded must also be considered, so that later, it will not inflict a financial loss to the consumers. The purpose of this study is to describe and analyze the evaluation of Lampung Provincial Government policy in administrating the Informal sector (PKL) at the Sports Center Activity (PKOR) in Way Halim City Bandar Lampung. The research method in this study is a qualitative approach, the type of data used are primary and secondary data, in which the data is collectedusing documentation techniques, observation and interviews. In general, the results of this study show the administration of informal sector in the PKOR Way Halim area currently is getting better, but it can't be categorized as effective and efficient. It is beause the fact that The Government's program in administrating the informal sector in the past few years is not consistently implemented. The Constraints faced by the Lampung Provincial Government in the enforcement of informal sector are such as the government apparatus which are in the charge of controlling traders are relatively smaller compared to the number of the traders disciplined, the work plan for implementing the enforcement activities which is less effective and efficient, the difficulty in implementing the strict sanctions against informal sector which violates the provisions and the low awareness of informal sector to obey the policies set by the government in administrating and developing the informal sector business environment.
