Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Anak Berkebutuhan Khusus (ABK) didefinisikan sebagai orang yang memiliki karakteristik yang berbeda dari orang lain yang dianggap standar oleh masyarakat. Faktor yang mendukung ABK agar meningkatkan kemandirian dan kualitas diri yaitu melalui pendidikan. Meskipun telah ada Sekolah Luar Biasa (SLB), kualitas pendidikan khusus saat ini masih belum optimal, terutama di Sekolah Luar Biasa Negeri (SLBN) PKK Provinsi Lampung yang kekurangan tenaga pendidik. Ini menunjukkan perlunya perhatian terhadap pendidikan ABK. Pasal 12 Peraturan Gubernur Lampung Nomor 32 Tahun 2018 menegaskan tanggung jawab Dinas Pendidikan Provinsi Lampung untuk memastikan kualitas pendidikan yang layak bagi ABK di SLBN PKK Provinsi Lampung. Permasalahan dalam penelitian ini yaitu: (1) Bagaimanakah upaya kebijakan dari Dinas Pendidikan dan Kebudayaan Provinsi Lampung dalam mengatasi persoalan pemberian pendidikan di SLBN PKK Provinsi Lampung? (2) Apakah upaya kebijakan dari Dinas Pendidikan dan Kebudayaan Provinsi Lampung efektif dalam menciptakan lingkungan pendidikan khusus yang berkualitas di SLBN PKK Provinsi Lampung? Penelitian dibawah ini mengadopsi pendekatan yuridis empiris dengan memanfaatkan data primer dan sekunder yang diperoleh dari studi kepustakaan dan lapangan. Hasil dari penelitian menunjukkan: (1) Upaya kebijakan dari Dinas Pendidikan dan Kebudayaan Provinsi Lampung dalam mengatasi persoalan pemberian pendidikan di SLBN PKK Provinsi Lampung adalah pemberian pendidikan gratis dan Program PPPK. Kebijakan lainnya yaitu kelembagaan, kurikulum, workshop, evaluasi, dan program magang. (2) Implementasi kebijakan pendidikan di SLBN PKK Provinsi Lampung menghasilkan peningkatan kualitas pendidikan, seperti peningkatan jumlah siswa yang mendaftar di sekolah, peningkatan jumlah tenaga pendidik, dan peningkatan jumlah prestasi ABK. Kata Kunci : Kebijakan, Dinas, Pendidikan, ABK, SLB Children with Special Needs are defined as people who have characteristics that are different from other people who are considered standard by society. Factors that support ABK to increase their independence and self-quality are through education. Even though there are Special Schools, the quality of special education is currently still not optimal, especially at the Lampung Province PKK State Special SchooL (SSS) which lacks teaching staff. This shows the need for attention to the education of ABK. Article 12 of Lampung Governor's Regulation Number 32 of 2018 emphasizes the responsibility of the Lampung Provincial Education Office to ensure adequate quality education for ABK in the SLBN PKK Lampung Province. The problems in this research are: (1) What are the policy efforts of the Education and Culture Office of Lampung Province in overcoming the problem of providing education in SLBN PKK Lampung Province? (2) Are the policy efforts of the Lampung Province Education and Culture Office effective in creating a quality special education environment in the Lampung Province SLBN PKK? The research below adopts an empirical juridical approach by utilizing primary and secondary data obtained from literature and field studies. The results of the research show: (1) The policy efforts of the Lampung Province Education and Culture Office in overcoming the problem of providing education in SLBN PKK Lampung Province are providing free education and the PPPK Program. Other policies include institutions, curriculum, workshops, evaluations and internship programs. (2) Implementation of education policies in the SLBN PKK Lampung Province has resulted in an increase in the quality of education, such as an increase in the number of students enrolled in school, an increase in the number of teaching staff, and an increase in the number of ABK achievements.
