Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kartu Metro Ceria merupakan program unggulan Pemerintah Kota Metro dengan tujuan kesejahteraan dalam layanan masyarakat berupa bantuan pendidikan, sembako murah dan berobat gratis. Kartu Metro Ceria tercantum dalam Peraturan Daerah Kota Metro Nomor 7 Tahun 2021 tentang Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Tahun 2021-2026. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Kartu Metro Ceria dalam rangka peningkatan layanan masyarakat di Kota Metro tahun 2022-2023 menggunakan variabel implementasi Van Horn dan Meter yaitu standar dan sasaran kebijakan, sumber daya, karakteristik organisasi pelaksana, komunikasi antar organisasi, sikap para pelaksana, lingkungan sosial, ekonomi serta politik dan efektivitas Kartu Metro Ceria dalam mencapai tujuan kebijakan menurut Sutrisno dengan indikator pemahaman program, ketepatan sasaran, ketepatan waktu, tercapainya tujuan dan perubahan nyata. Metode penelitian adalah deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan implementasi kebijakan Kartu Metro Ceria dalam rangka peningkatan layanan masyarakat di Kota Metro Tahun 2022-2023 berjalan dalam bidang pendidikan dengan standar dan sasaran kebijakan berdasarkan data siswa masyarakat pra sejahtera, sumber daya terbatas dalam anggaran saat pelaksanaan, karakteristik organisasi pelaksana menunjukkan sesuai SOP, komunikasi antar pelaksana dan sikap para pelaksana ditunjukkan dengan kerjasama dalam sosialisasi dan penyaluran bantuan. Pencapaian tujuan kebijakan Kartu Metro Ceria masih belum efektif dalam indikator pemahaman program, tercapainya tujuan dan perubahan nyata. Kata Kunci: Implementasi, Kebijakan, Kartu Metro Ceria The Metro Ceria Card is a flagship program of the Metro City Government with the goal of welfare in community services in the form of educational assistance, cheap basic necessities and free medical treatment. The Metro Ceria Card is listed in Metro City Regional Regulation Number 7 of 2021 concerning the Regional Medium-Term Development Plan (RPJMD) for 2021-2026. This study aims to analyze the implementation of the Ceria Metro Card policy in the context of improving community services in Metro City in 2022-2023 using Van Horn and Meter implementation variables, namely policy standards and objectives, resources, characteristics of implementing organizations, communication between organizations, attitudes of implementers, social, economic and political environment and the effectiveness of the Ceria Metro Card in achieving policy goals according to Sutrisno with indicators of understanding program, the accuracy of the targets, the timeliness, the achievement of goals and real changes. The research method is qualitative descriptive with data collection through interviews, observations and documentation. The results of the study show that the implementation of the Ceria Metro Card policy in the context of improving community services in Metro City in 2022-2023 runs in the field of education with policy standards and targets based on data from underprivileged community students, limited resources in the budget during implementation, and the characteristics of the implementing organization show that they are in accordance with SOPs, communication between implementers and the attitude of the implementers is shown by cooperation in socialization and distribution of aid. The achievement of the policy goals of the Ceria Metro Card is still not effective in indicators of program understanding, achievement of goals and real changes.
