Pada tahun 2010, Qatar berhasil terpilih secara resmi sebagai tuan rumah Piala Dunia FIFA 2022 sebagai salah satu inisiatif untuk mencapai QNV dan merevitalisasi opini publik terhadap Qatar di mata global. Qatar berusaha mempengaruhi opini publik terhadap negara tersebut mejadi lebih positif dengan mengadopsi stategi diplomasi publik yang proaktif selama Piala Dunia FIFA 2022. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis diplomasi publik Qatar melalui Penyelenggaraan Piala Dunia FIFA 2022. Dasar konseptual yang digunakan penelitian ini adalah konsep diplomasi publik dari Mark Leonard yang menekankan negara sebagai aktor untama diplomasi publik. Jenis penelitian ini kualitatif deskriptif dengan data yang di peroleh dari jurnal-jurnal ilmiah, publikasi resmi pemerintah Qatar, FIFA, Qatar News Agency, The Peninsula Qatar Daily News Paper, Al Jazeera serta berbagai publikasi resmi lainnya. Hasil dalam penelitian ini menunjukan bahwa Qatar telah menjalankan strategi diplomasi publik secara aktif melalui news management, strategic communications dan relationship building dalam penyelenggaraan Piala Dunia FIFA 2022 sebagai strategi untuk mencapai tujuan pembangunan sosial dalam QNV 2030 dan merevitalisasi opini publik terhadap Qatar. Di samping segala tantangan yang di dapat oleh Qatar selama persiapan Piala Dunia 2022, Qatar telah membuktikan kepada dunia sebagai negara yang mampu dan kompeten dalam menyelenggarakan acara kelas dunia melalui suksesnya penyelenggaraan Piala Dunia FIFA 2022 di Qatar. Qatar pun berhasil menunjukkan komitmen yang kuat untuk menegaskan peran regional dan internasionalnya selama Piala Dunia FIFA 2022. Kata kunci: Diplomai Publik, Qatar, Piala Dunia FIFA 2022 In 2010, Qatar was officially selected to host the FIFA World Cup 2022 as an initiative to achieve QNV 2030 and revitalize public opinion towards Qatar in global eyes. Qatar is trying to influence public opinion towards the country to be more positive by adopting a proactive public diplomacy strategy during the FIFA World Cup 2022. This research aims to describe and analyze Qatar's public diplomacy through the FIFA World Cup. The conceptual basis used in this research is Mark Leonard's concept of public diplomacy which emphasizes the state as the main actor in public diplomacy. This type of research is descriptive qualitative with data obtained from scientific journals, official Qatar government publications, FIFA, Qatar News Agency, The Peninsula Qatar Daily News Paper, Al Jazeera and various other official publications. The results of this research show that Qatar has implemented an active public diplomacy strategy through news management, strategic communications and relationship building in organizing the FIFA World Cup 2022 as a strategy to achieve social development goals in QNV 2030 and revitalize public opinion towards Qatar. Despite all the challenges that Qatar faced during preparations for the World Cup, Qatar has proven to the world that it is a country capable and competent in organizing world-class events through the successful holding of the FIFA World Cup 2022 in Qatar. Qatar also succeeded in showing a strong commitment to asserting its regional and international role during the FIFA World Cup 2022. Keywords: Public Diplomacy, Qatar, FIFA World Cup 2022.
