Abstrak Kualitas udara di Kota Bandar Lampung semakin memprihatinkan, dari hasil pengujian sampel udara di empat ruas jalan padat kendaraan yang dilakukanoleh BPLH, DinasPerhubungan, dan Polresta ditemukan bahwa polusi udara sudah melebihi baku mutu udara ambein yang telahditetapkan dalam Lampiran I PP no 41 tahun 1999 yang berdampak pada memburuknya kualitas kesehatan masyarakat Kota Bandar Lampung. Polusi ini 80% disumbangkan oleh emisi gas buang kendaraan bermotor di Kota Bandar Lampung, sisanya disumbangkan oleh Limbah Pabrik sebesar 10%, dan limbah lainnya sebesar 10%. Dalam skripsi ini peneliti merumuskan masalah menjadi bagaimanakah pengendalian emisi gas buang kendaraan bermotor di Kota Bandar Lampung dan apa faktor-faktor penghambat dalam pengendalian emisi gas buang kendaraan bermotor di Kota Bandar Lampung. Pendekatan yang digunakan dalam penelitian ini adalah normatif empiris, dimana peneliti turun lapangan dan mensinkronisasi dengan teori dan undang-undang terkait yang menjadi dasar hukum penelitian ini diantaranya UU no 32 tahun 2009, UU no 22 tahun 2009, dan PP no 41 tahun 1999. Dari hasil enelitian yang dilakukan pengendalian emisi gas buang kendaraan bermotor di Kota Bandar Lampung baik secara preventif dalam bentuk Program Langit Biru, Ruang Terbuka Hijau, Pengujian KendaraanBermotor, Kendaraan Berorientasi Transit maupun bentuk pengendalian secara represif dalam bentuk Pengujian Emisi Gas Buang secara acak di empat ruas jalan padat kendaraan bermotor di Kota Bandar Lampung masih sangat lemah sehingga menyebabkan terus meningkatnya emisi gas buang kendaraan bermotor. Beberapa faktor yang menghambat dalam pengendalian emisi gas buang kendaraan bermotor antara lain karena kurangnya sosialisasi mengenai emisi gas buang, kurangnya sarana, fasilitas pendukung pengujianemisi gas buang kendaraan bermotor, dan tidak adanya tindaklanjut dalam pengendalian emisi gas buang kendaraan bermotor di Kota Bandar Lampung. Kata Kunci: Pengendalian, Emisi Gas Buang, KendaraanBermotor Abstract Air quality in the city of Bandar Lampung is increasingly of concern, from the results of testing air samples in four solid road vehicles are carried out by the Department of transportation, BPLH, and Polresta found that air pollution has exceeded the air quality standard that has been established in ambein Annex I PP No. 41 of 1999 which resulted in the worsening of the quality of public health city of Bandar Lampung. This pollution 80% contributed by motor vehicle exhaust emissions in the city of Bandar Lampung, the rest was donated by Factory Waste by 10%, and other wastes by 10%. In this thesis the researcher formulates the problem becomes how does the control of motor vehicle exhaust emission in the city of Bandar Lampung and what barrier factors in the control of motor vehicle exhaust emission in the city of Bandar Lampung. Approach used in this research is normative empirical, where researcher falling pitch and synchronize with theory and the Act of related that be legal basis this research are Act no.32 2009, Act no.22 / 2009, and Government Regulation No 41 1999. From the results of research conducted by control gas emissions vehicles in city lampung both in preventive in the form of the blue sky program green open space, road-worthy test, vehicle oriented transit or form in repressive control in the testing gas emissions at random on four lanes solid vehicles in city lampung still very weak thus causing continued rise gas emissions motor vehicles. Several factors that inhibits in the control of exhaust gas emissions a motor vehicle among others due to lack of socialization regarding gas emissions, a lack of facilities, supporting facilities testing gas emissions motor vehicles, and the absence of a follow-up in the control of exhaust gas emissions a motor vehicle in the city of lampung.
