Abstract

Seiring dengan kemajuan perkembangan teknologi informasi dan komunikasi telah memberikan pengaruh besar dalam berbagai aspek kehidupan terkhusus dalam penyelenggaraan pemerintahan, membuat pemerintah semakin dihadapkan pada tuntutan untuk menerapkan tata kelola pemerintahan yang berbasis elektronik (e- Government). Salah satunya dengan melalui program pelayanan Aplikasi Identitas Kependudukan Digital (IKD). Disdukcapil Kota Bandar Lampung yang menjadi instansi pelaksana penerapan IKD telah menargetkan sebanyak 25% masyarakat yang harus memiliki IKD, tetapi sampai dengan sekarang aktivasi IKD belum mencapai 25% target yang diharapkan. Penelitian ini bertujuan untuk mengetahui bagaimana penerapan e-Government melalui Aplikasi IKD di Disdukcapil Kota Bandar Lampung yang dilihat berdasarkan hasil kajian dan riset dari Harvard JFK School of Government dengan 3 elemennya yaitu support, capacity, dan value, serta mengidentifikasi faktor penghambat dalam penerapan IKD. Metode yang digunakan pada penelitian ini yaitu kualitatif deskriptif dengan teknik pengumpulan datanya yang melalui wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa penerapan e-Government melalui Aplikasi IKD di Disdukcapil Kota Bandar Lampung belum optimal sepenuhnya karena manfaat penggunaan dokumen kependudukan digital masih belum dirasakan oleh pengguna dalam mengakses layanan publik dan pengaktivasian IKD belum mencapai target. Dan faktor penghambat dalam penerapan ini masih kurangnya dukungan koordinasi dengan lembaga lain, sosialisasi yang belum merata, serta sistem jaringan pusat yang tidak stabil. Sedangkan kendala eksternal lainnya yang menjadi penghambat dalam mendukung penerapan aplikasi ini berasal dari pengguna IKD. Kata Kunci: e-Government, Pelayanan Publik, Administrasi Kependudukan, Aplikasi IKD Along with the advancement of information and communication technology development has given a big influence in various aspects of life especially in the implementation of government, making the government increasingly faced with the demands to implement electronic-based governance (e-Government). One of them is through the Digital Population Identity Application (IKD) service program. The Bandar Lampung City Population and Civil Registry Office, which is the implementing agency for the implementation of IKD, has targeted 25% of the community who must have IKD, but until now the activation of IKD has not reached the expected 25% target. This study aims to determine how the implementation of e-Government through the IKD Application at the Bandar Lampung City Population and Civil Registry Office is seen based on the results of studies and research from the Harvard JFK School of Government with its 3 elements, namely support, capacity, and value, and to identify inhibiting factors in the implementation of IKD. The method used in this study is descriptive qualitative with data collection techniques through interviews, observation and documentation. The results of this study indicate that the implementation of e-Government through the IKD Application at the Bandar Lampung City Population and Civil Registry Office has not been fully optimized because the benefits of using digital population documents have not been felt by users in accessing public services and IKD activation has not reached the target. And the inhibiting factors in this implementation are still the lack of coordination support with other institutions, uneven socialization, and an unstable central network system. While other external obstacles that inhibit the implementation of this application come from IKD users. Keywords: e-Government, Public Services, Population Administration, IKD Application
