Abstract

Benih bening lobster menjadi salah satu potensi penyumbang Pendapatan Negara Bukan Pajak (PNBP) yang sangat besar, pemerintah menargetkan Rp900 miliar dengan target ekspor sebanyak 300 juta ekor benih bening lobster dengan tarif PNBP Rp3000 per ekor. Penelitian ini berfokus pada bagaimana strategi Dinas Kelautan dan Perikanan Provinsi Lampung dalam pengelolaan dan peningkatan kesejahteraan nelayan melalui sektor benih bening lobster. Lokasi penelitian ini berada di Desa Pardasuka Kecamatan Ngaras Kabupaten Pesisir Barat. Lokasi ini dipilih karena menjadi salah satu pusat penangkapan benih bening lobster terbesar di Pesisir Barat bahkan di Provinsi Lampung. Penelitian ini menggunakan metode deskriptif dengan pendekekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori strategi yang mempunyai 5 indikator. Hasil penelitian menunjukan bahwa 1) Tujuan utama dari Permen KP No 7 Thn 2024 adalah keberlanjutan dan peningkatan kesejahteraan masyarakat nelayan, 2) Lingkungan menjadi salah satu fokus dalam kebijakan terbaru ini dengan cara penggunaan alat tangkap yang ramah lingkungan dan tidak melakukan eksploitasi berelebihan, 3) pengarahan dilakukan oleh DKP, 4) Tindakan yang dilakukan oleh DKP bekerja sama dengan APH dalam penanggulangan ekspor ilegal, 5) Pembelajaran atau evaluasi menjadi penting dilakukan karena kebijakan ini terhitung baru. Kesimpulan dari penelitian ini adalah tata kelola benih bening lobster khususnya di Desa Pardasuka Kecamatan Ngaras Kabupaten Pesisir Barat belum berhasil dengan tidak terpenuhinya target kuota dari DKP sebanyak 8 juta benih bening lobster. Kata Kunci : Benih Bening Lobster, Kesejahteraan Nelayan. Clear lobster seed (benih bening lobster) has become one of the largest potential contributors to Non-Tax State Revenue (PNBP). The government has set a target of IDR 900 billion from the export of 300 million clear lobster seeds, with a PNBP fee of IDR 3,000 per seed. This research focuses on the strategy of the Marine and Fisheries Office (DKP) of Lampung Province in managing and improving the welfare of fishermen through the clear lobster seed sector. The research location is Pardasuka Village, Ngaras District, Pesisir Barat Regency, selected as one of the largest clear lobster seed fishing centers in Pesisir Barat and even Lampung Province. This study uses a descriptive method with a qualitative approach. Data collection techniques include observation, interviews, and documentation. The research employs a strategy theory with five indicators. The findings show that: 1) The primary objective of KP Regulation No. 7 of 2024 is sustainability and improving the welfare of fishing communities; 2) The environment is a key focus of this new policy through the use of eco-friendly fishing gear and preventing overexploitation; 3) Guidance is provided by the DKP; 4) Actions taken by the DKP involve collaboration with law enforcement agencies (APH) to combat illegal exports; and 5) Learning and evaluation are crucial as this policy is relatively new.The conclusion of this study is that the governance of clear lobster seeds, particularly in Pardasuka Village, Ngaras District, Pesisir Barat Regency, has not been successful, as evidenced by the unmet quota target of 8 million seeds set by the DKP.
