Kecamatan Metro Barat menempati urutan pertama dengan jumlah penebusan pupuk bersubsidi menggunakan elektronik Kartu Petani Berjaya tertinggi di Kota Metro. Penelitian ini bertujuan untuk mengetahui persepsi petani terhadap program pendistribusian pupuk bersubsidi menggunakan elektronik Kartu Petani Berjaya, faktor-faktor yang berhubungan dengan persepsi petani terhadap program, dan efektivitas pendistribusian pupuk subsidi menggunakan Kartu Petani Berjaya di Kecamatan Metro Barat. Penelitian dilakukan pada bulan Juli-September 2024, menggunakan 90 sampel responden dari 888 populasi. Penelitian ini berfokus pada aktivitas distribusi pupuk bersubsidi menggunakan Kartu Petani Berjaya di Kecamatan Metro Barat pada tahun 2023. Metode penelitian yang digunakan adalah survei dan analisis deskriptif dengan pendekatan kuantitatif menggunakan analisis uji korelasi Rank Kendall Tauu. Hasil penelitian ini menunjukkan persepsi petani terhadap program masuk kategori tidak baik. Faktor-faktor yang berhubungan dengan persepsi petani terhadap program adalah pendidikan formal, motivasi, tingkat pengetahuan, dan lingkungan sosial petani. Faktor yang tidak berhubungan dengan persepsi petani terhadap program adalah dukungan instansi. Pada penerapannya, petani di Kecamatan Metro Barat masih mengandalkan peran aktif kios dan penyuluh dalam penebusan pupuk bersubsidi melalui sistem elektronik Kartu Petani Berjaya. Petani di Kecamatan Metro Barat belum mengadopsi inovasi teknologi tersebut dengan baik. Meski petani tidak terlibat aktif dalam pendistribusian pupuk bersubsidi menggunakan sistem elektronik Kartu Petani Berjaya, distribusi pupuk subsidi di Kecamatan Metro Barat masuk kategori efektif. Keefektifan distribusi pupuk subsidi di Metro Barat ditopang oleh dominasi kuat peran kios dan penyuluh. This study aimed to determine farmers' perceptions of the subsidized fertilizer distribution program using the electronic KPB, the factors related to farmers' perceptions of the program, and the effectiveness of subsidized fertilizer distribution using the KPB in Metro Barat Sub-district. The research was conducted from July to September 2024, involving 90 farmer respondents selected from a population of 888. This study focused specifically on the subsidized fertilizer distribution activities using KPB in Metro Barat Sub-district during 2023. A survey method with a quantitative descriptive approach was employed, utilizing Rank Kendall Tau correlation analysis. The results indicate that farmers' perceptions of the KPB program fall into the "poor" category. Factors significantly correlated with farmers' perceptions of the program include formal education, motivation, level of knowledge, and farmers' social environment. Conversely, institutional support was found to be unrelated to farmers' perceptions of the program. In its implementation, farmers in Metro Barat Sub-district still heavily rely on the active roles of kiosks and extension workers for redeeming subsidized fertilizer through the electronic KPB system. Farmers in Metro Barat Sub-district have not yet adopted this technological innovation well. Despite farmers' limited active involvement in the subsidized fertilizer distribution using the electronic KPB system, the overall subsidized fertilizer distribution in Metro Barat Sub-district is categorized as effective. This effectiveness is strongly supported by the dominant roles of kiosks and extension workers. Keywords: perceptions, effectiveness, prosperous farmer card
