Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penggunaan Sirekap pada pemilu 2024 di Kota Bandar Lampung mendapatkan berbagai kendala yang cukup serius. Pada penerapannya, proses unggah Sirekap Kota Bandar Lampung menjadi nomor tiga paling lambat dari 15 Kabupaten/Kota di Provinsi Lampung. Masalah lainnya yang terjadi di Kota Bandar Lampung yakni terkait penggelembungan suara yang terjadi saat pengoperasian sistem aplikasi Sirekap. Penelitian ini menggunakan metode penelitian kualitatif dengan desain studi kasus. Data yang dikumpulkan melalui wawancara mendalam dan dokumentasi, serta dianalisis dengan teori komponen penerapan e-government Indrajit (2005) dan disesuaikan dengan kriteria evaluasi dampak kebijakan menurut Winarno (2002). Teori ini berfokus pada indikator content development, competency building, connectivity, cyber security, dan citizen interface. Penelitian ini dilaksanakan di KPU Kota Bandar Lampung, Bawaslu Kota Bandar Lampung, dan Partai Amanat Nasional Provinsi Lampung. Penelitian ini menunjukkan bahwa pengembangan kompetensi pada SDM serta pembiayaan material pendukung Sirekap sangat penting dalam mendukung penerapan aplikasi Sirekap untuk berjalan secara maksimal. Namun pada faktanya, KPU Kota Bandar Lampung belum melakukan pengembangan kompetensi SDM secara menyeluruh dan melibatkan seluruh petugas yang menjalankan sistem, sehingga hal ini menyebabkan proses penerapan Sirekap dalam proses rekapitulasi berjalan dengan tidak maksimal. Dalam hal ini KPU Kota Bandar Lampung harus melakukan evaluasi guna melancarkan proses penerapan aplikasi Sirekap agar kedepannya tidak terjadi kendala yang sama. In its implementation, Sirekap uploads in Bandar Lampung City were the third slowest out of 15 regencies/cities in Lampung Province. Another issue encountered in Bandar Lampung City was vote inflation that occurred during the operation of the Sirekap application system. This research used a qualitative research method with a case study design. Data were collected through in-depth interviews and documentation, and analyzed using Indrajit's (2005) theory of e-government implementation components and aligned with Winarno's (2002) policy impact evaluation criteria. This theory focuses on indicators of content development, competency building, connectivity, cyber laws, and citizen interface. This research was conducted at the Bandar Lampung City General Elections Commission (KPU), the Bandar Lampung City Elections Supervisory Agency (Bawaslu), and the National Mandate Party (PAN) in Lampung Province. This research demonstrates that human resource competency development and funding for supporting materials for Sirekap are crucial for optimal implementation. However, in reality, the Bandar Lampung City Election Commission (KPU) has not yet comprehensively developed human resource competencies and involved all officers operating the system, resulting in the suboptimal implementation of Sirekap in the recapitulation process. Therefore, the Bandar Lampung City KPU must conduct an evaluation to streamline the Sirekap application implementation and avoid similar problems in the future.
