Keselamatan lalu lintas dan angkutan jalan merupakan aspek krusial dalam kehidupan bermasyarakat karena berkaitan erat dengan perlindungan jiwa, harta benda, serta kelancaran mobilitas masyarakat. Untuk mengurangi angka kecelakaan dan meningkatkan kesadaran berlalu lintas, diperlukan langkah strategis yang efektif. Salah satu upaya yang dilakukan adalah melalui Coaching Clinic Safety Riding yang bertujuan memberikan pemahaman mendalam kepada masyarakat mengenai tata cara berkendara yang aman dan tertib, serta menanamkan sikap disiplin berlalu lintas sejak dini. Rumusan masalah dalam penelitian ini mengetahui penerapan Coaching Clinic Safety Riding sebagai upaya non-penal keselamatan lalu lintas dan angkutan jalan serta faktor-faktor yang mempengaruhi penerapan Coaching Clinic Safety Riding sebagai upaya non-penal keselamatan lalu lintas dan angkutan jalan Metode penelitian yang digunakan adalah pendekatan yuridis normatif dan yuridis empiris dengan teknik pengumpulan data melalui wawancara, observasi, serta studi dokumen terkait. Narasumber penelitian mencakup peserta coaching clinic, petugas Satlantas, Akademisi Bagian Hukum Pidana Fakultas Hukum Universitas Lampung, Dinas Perhubungan Kabupaten Lampung Tengah, serta masyarakat yang terlibat dalam program ini. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Analisis data dilakukan secara kualitatif. Hasil penelitian dan pembahasan menunjukkan bahwa penerapan Coaching Clinic Safety Riding di Satlantas Polres Lampung Tengah belum dilaksanakan secara rutin dan efektivitas pelaksanaannya belum memberikan hasil yang signifikan khususnya bagi masyarakat Lampung Tengah. Penerapan Coaching Clinic Safety Riding di Satlantas Polres Lampung Tengah dalam pelaksanannya dipengaruhi oleh faktor pendukung dan faktor penghambat. Adapun faktor pendukung penerapan Coaching Clinic Safety Riding yaitu faktor hukum sudah adanya aturan dalam pelaksanaan program, faktor penegak hukum yakni kolaborasi antar penegak hukum, faktor masyarakat yang diikutsertakan dalam program, faktor budaya masyakarat tertib berlalu lintas dan faktor sarana dan prasarana. Adapun faktor penghambat Penerapan Coaching Clinic Safety Riding di Satlantas Polres Lampung Tengah yakni faktor hukum belum adanya aturan tegas yang mengatur tentang keharusan melaksanakan program secara rutin dan penerapan sanksi belum efektif, faktor penegak hukum masih minimnya kolaborasi antar penegak hukum di Lampung Tengah, faktor masyarakat yang pasif dalam pelaksanaan program, faktor budaya masyarakat yang kurang berminat terhadap edukasi program dan faktor sarana dan prasarana di Satlantas Polres Lampung Tengah yang kurang memadai. Saran dalam penelitian ini adalah aparat penegak hukum diharapkan dapat melaksanakan Coaching Clinic Safety Riding secara berkelanjutan sebagai upaya non penal untuk meningkatkan keselamatan berlalu lintas sesuai amanat Pasal 203 Ayat (2) Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Konsistensi pelaksanaan program ini penting agar edukasi keselamatan berkendara menjadi budaya di masyarakat, bukan sekadar upaya sementara. Identifikasi faktor penghambat di Lampung Tengah juga perlu dilakukan untuk mengatasinya secara efektif. Meningkatkan kerja sama antara aparat penegak hukum dan masyarakat diharapkan dapat mengoptimalkan pelaksanaan program ini, sehingga tercipta lalu lintas yang tertib, aman, dan minim kecelakaan. Kata Kunci: Coaching Clinic Safety Riding, Upaya Non Penal, Lalu Lintas Traffic and road transportation safety is a crucial aspect of social life as it is closely related to the protection of lives, property, and the smooth mobility of the community. To reduce the number of accidents and increase traffic awareness, effective strategic measures are required. One of the efforts undertaken is through the Coaching Clinic Safety Riding program, which aims to provide the community with a comprehensive understanding of safe and orderly driving practices, as well as to instill traffic discipline from an early stage. The problem formulation of this research is to determine the implementation of Coaching Clinic Safety Riding as a non-penal effort for traffic and road transportation safety and the factors that influence its implementation The research method employed is a normative juridical and empirical juridical approach, with data collection techniques including interviews, observations, and document studies. Research informants include coaching clinic participants, traffic police officers, academics from the Criminal Law Department of the Faculty of Law at the University of Lampung, the Department of Transportation of Central Lampung Regency, and members of the community involved in the program. Data were collected through library research and field studies, and analyzed qualitatively. The findings indicate that the implementation of Coaching Clinic Safety Riding by the Central Lampung Police Traffic Unit has not been carried out regularly, and its effectiveness has not produced significant results, particularly for the Central Lampung community. The implementation of Coaching Clinic Safety Riding at the Central Lampung Police Traffic Unit is influenced by supporting and inhibiting factors. Supporting factors include the existence of legal provisions governing the program, collaboration among law enforcement officers, community involvement, a culture of orderly traffic behavior, and the availability of facilities and infrastructure. Inhibiting factors include the absence of strict regulations requiring routine program implementation and ineffective sanction enforcement, limited collaboration among law enforcement officers in Central Lampung, passive community participation, low public interest in educational programs, and inadequate facilities and infrastructure at the Central Lampung Police Traffic Unit. This study suggests that law enforcement officers are expected to implement Coaching Clinic Safety Riding in a sustainable manner as a non-penal effort to improve traffic safety, in line with Article 203 Paragraph (2) of Law Number 22 of 2009 concerning Road Traffic and Transportation. Consistency in program implementation is crucial so that road safety education becomes a community culture rather than a temporary effort. It is also necessary to identify and effectively address the inhibiting factors in Central Lampung. Strengthening cooperation between law enforcement officers and the community is expected to optimize the implementation of this program, thereby creating orderly, safe, and low-accident traffic conditions.
