Penelitian ini bertujuan untuk memahami tentang bagaimana kebijakan luar negeri Israel terhadap two state solution dengan Palestina pada era pemerintahan Benjamin Netanyahu periode 2015-2019. Konsep yang digunakan untuk menganalisis kebijakan luar negeri Israel terkait two state solution adalah konsep resolusi dan konsep kebijakan luar negeri, dengan level analisis politik domestik dan unit analisisnya ialah sistem pemerintahan, partai yang berkuasa, serta aktor-aktor sosial domestik. Metode yang digunakan oleh peneliti dalam penulisan skripsi ini adalah tipe penulisan deskriptif. Teknik pengolahan dan analisis data yang peneliti gunakan adalah deduktif kualitatif. Hasil dari penelitian ini menunjukkan terdapat setidaknya tiga kebijakan Israel yang melanggar two state solution dengan Palestina pada masa pemerintahan Benjamin Netanyahu periode 2015-2019. Kebijakan pertama ialah Israel membangun permukiman ilegal Yahudi di wilayah negara Palestina di Tepi Barat dan Yerusalem Timur. Israel juga mengembangkan pariwisata di wilayah Tepi Barat dan Yerusalem Timur yang diduduki. Kemudian, Israel menawarkan bantuan serta kerjasama ekonomi melalui formula “peace for peace” atau “economic peace”, dengan tujuan untuk menormalisasi tindakan pendudukan ilegal Israel atas wilayah negara Palestina. Berdasarkan analisis menggunakan konsep kebijakan luar negeri dengan level analisis politik domestik, kebijakan-kebijakan yang melanggar two state solution yang dilakukan Israel pada 2015-2019, ialah disebabkan oleh Benjamin Netanyahu menjabat sebagai Perdana Menteri Israel yang secara pribadi menolak gagasan two state solution. Kemudian, mayoritas kursi Parlemen (Knesset) Israel dikuasai oleh koalisi partai sayap kanan yang menentang two state solution. Selain itu, terdapat aktor sosial yaitu organisasi non-pemerintah di Israel yang memiliki visi dan misi untuk menggagalkan terwujudnya two state solution dengan Palestina. Kata kunci: Kebijakan Luar Negeri, Palestina, Israel, Two State Solution. This study aims to understand how Israeli foreign policy towards the two-state solution with Palestine in the era of Benjamin Netanyahu's government in the 2015- 2019 period. The concepts used to analyze Israeli foreign policy related to the two state solution are the concept of resolution and the concept of foreign policy, with the level of analysis of domestic politics and the unit of analysis is the government system, the ruling party, and domestic social actors. The method used by researchers in writing this thesis is descriptive writing. The data processing and analysis technique that researchers use is qualitative deductive. The results of this study show that there are at least three Israeli policies that violate the two-state solution with Palestine during the reign of Benjamin Netanyahu in the 2015-2019 period. The first policy is that Israel builds illegal Jewish settlements in the territory of the Palestinian state in the West Bank and East Jerusalem. Israel also develops tourism in the occupied West Bank and East Jerusalem. Then, Israel offers aid and economic cooperation through the “peace for peace” or “economic peace” formula, with the aim of normalizing Israel's illegal occupation of the Palestinian territories. Based on analysis using the concept of foreign policy with a domestic political level of analysis, the policies that violate two state solution carried out by Israel in 2015-2019, are caused by Benjamin Netanyahu serving as Prime Minister of Israel who personally rejected the idea of a two-state solution. Then, the majority of Israeli Parliament (Knesset) seats are controlled by a coalition of right-wing parties that oppose the two state solution. In addition, there are social actors in the form of non-governmental organizations in Israel that have a vision and mission to thwart the realization of a two-state solution with Palestine.
