Semakin sempitnya lapangan kerja dan kesulitan dalam mencari pekerjaan, menyebabkan masyarakat khususnya di Provinsi Lampung menghadapi kesulitan dalam aspek perekonomian. Dalam upaya mengatasi permasalahan tersebut, pemerintah terus mendorong pemberdayaan sektor UMKM, mengingat sektor ini dapat menyerap tenaga kerja dalam jumlah besar serta menjadi solusi untuk mengurangi terbatasnya lapangan pekerjaan yang ada. Namun keterbatasan modal menjadi permasalahan utama bagi sektor UMKM. dalam mengatasi permasalahan ini pemerintah menanggapi Inpres No.6 Tahun 2007 tentang kebijakan percepatan pengembangan sektor riil dan pemberdayaan UMKM dengan memulai program Kredit Usaha Rakyat (KUR) pada tahun 2007. Program KUR merupakan program penyediaan pinjaman atau dana untuk digunakan sebagai modal kerja atau investasi kepada peminjam yang telah menunjukkan produktivitas dan kredibilitas. Tujuan dari penelitian ini adalah teridentifikasinya dampak program KUR di Provinsi Lampung. Hasil penelitian berdasarkan dimensi dampak kebijakan Langbein (Wibawa, 1994), menunjukkan bahwa program KUR terbukti telah memperluas akses pembiayaan bagi pelaku usaha yang sebelumnya sulit menjangkau kredit formal. Secara non-ekonomis, program KUR turut mendorong pengetahuan dan keterampilan manajerial masyarakat penerima KUR melalui proses pengajuan kredit, pelaporan usaha, dan pemanfaatan teknologi digital dalam pengelolaan usaha. Penelitian ini juga menemukan dampak yang tidak diharapkan seperti meningkatnya kredit bermasalah dan munculnya skema graduasi yang menyebabkan penurunan penyaluran KUR di tahun 2023. Secara keseluruhan, program KUR di Provinsi Lampung memberikan dampak yang dominan positif, namun perlu disempurnakan dari sisi regulasi, pendampingan, dan fleksibilitas kebijakan agar dapat lebih adaptif terhadap dinamika ekonomi dan kebutuhan pelaku usaha rintisan. In an effort to overcome these problems, the government continues to encourage the empowerment of the UMKM sector, considering that this sector can absorb a large number of workers and become a solution to reduce the limited availability of existing jobs. However, limited capital is the main problem for the UMKM sector. In overcoming this problem, the government responded to President’s instruction No.6 of 2007 regarding the policy of accelerating the development of the real sector and the empowerment of MSMEs by starting the People's Business Credit (KUR) program in 2007. The KUR program is a program of providing loans or funds to be used as working capital or investment to borrowers who have shown productivity and credibility. The purpose of this research is to identify the impact of the KUR program in Lampung Province. Research results based on the impact dimension of Langbein's policy (Wibawa, 1994), show that the KUR program has been proven to have expanded financing access for business actors who previously had difficulty reaching formal credit. Non-economically, the KUR program also encourages the knowledge and managerial skills of the KUR recipient community through the credit application process, business reporting, and the utilization of digital technology in business management. This study also found unexpected impacts such as increasing credit problems and the emergence of a graduation scheme that caused a decrease in KUR distribution in 2023. Overall, the KUR program in Lampung Province has a positive dominant impact, but it needs to be improved in terms of regulation, assistance, and policy flexibility so that it can be more adaptive to economic dynamics and the needs of start-up business actors.
