Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Rokok ilegal adalah rokok yang tidak memiliki pita cukai, rokok dengan pita cukai palsu, pita cukai bekas pakai, serta rokok dengan pita cukai salah peruntukan. Berdasarkan Undang-Undang Nomor 39 Tahun 2007 tentang Cukai, yang dimaksud dengan cukai adalah pungutan negara yang dikenakan terhadap barang-barang tertentu yang mempunyai sifat atau karakteristik yang ditetapkan dalam undang-undang ini. Peredaran rokok ilegal di Provinsi Lampung saat ini masih cukup tinggi dan menjadi masalah serius. Pada periode 2023-2024 Bea Cukai Bandar Lampung bersama Kanwil Bea Cukai Sumatera Bagian Barat memusnahkan 40 juta batang rokok ilegal di Kabupaten Lampung Tengah. Kenaikan tarif cukai rokok menjadi salah satu penyebab tingginya minat masyarakat terhadap konsumsi rokok ilegal karena harganya yang relatif lebih murah. Penelitian ini bertujuan: (1) mengetahui kebijakan yang diterapkan oleh Kantor Pengawasan dan Pelayanan Bea dan Cukai (KPPBC) Bandar Lampung dalam menurunkan peredaran rokok ilegal di Provinsi Lampung. (2) faktor penghambat dalam penerapan kebijakan tersebut. Metode penelitian ini meggunakan metode penelitian hukum yuridis empiris dan sumber data primer dan sekunder dengan analisis data deskriptif kualitatif. Hasil penelitian menunjukkan bahwa: (1) KPPBC Bandar Lampung telah menerapkan berbagai kebijakan dalam menurunkan peredaran rokok ilegal di Provinsi Lampung seperti Operasi Gempur Rokok Ilegal, Sosialisasi dan edukasi kepada masyarakat, serta operasi pasar dan penindakan. (2) beberapa faktor penghambat dalam upaya menurunkan peredaran rokok ilegal antara lain: keterbatasan personel, minimnya kesadaran masyarakat akan bahaya konsumsi rokok ilegal, serta faktor ekonomi dan budaya. Illegal cigarettes are cigarettes that do not have excise stamps, cigarettes with counterfeit excise stamps, used excise stamps, and cigarettes with the wrong excise stamps. Based on Law Number 39 of 2007 concerning Excise, what is meant by excise is a state levy imposed on certain goods that have the properties or characteristics stipulated in this law. The circulation of illegal cigarettes in Lampung Province is currently still quite high and a serious problem. In the period 2023-2024 the Bandar Lampung Customs together with the West Sumatra Customs Office destroyed 40 million illegal cigarettes in Central Lampung Regency. The increase in cigarette excise rates is one of the causes of the high public interest in the consumption of illegal cigarettes because the price is relatively cheaper. This research aims to: (1) to determine the policies implemented by the Customs and Excise Supervision and Service Office (KPPBC) Bandar Lampung in reducing the circulation of illegal cigarettes in Lampung Province. (2) inhibiting factors in the implementation of the policy. This research method uses empirical juridical legal research methods and primary and secondary data sources with qualitative descriptive data analysis. The results showed that: (1) KPPBC Bandar Lampung has implemented various policies in reducing the circulation of illegal cigarettes in Lampung Province such as Operation Gempur Illegal Cigarettes, Socialization and education to the public, as well as market operations and prosecution. (2) Several inhibiting factors in efforts to reduce the circulation of illegal cigarettes include: limited personnel, lack of public awareness of the dangers of illegal cigarette consumption, as well as economic and cultural factors.
