ABSTRAK Tujuan penelitian ini adalah untuk menganalisis keragaan pelaksanaan Program Pengembangan Usaha Mina Pedesaan(PUMP), pendapatan pelaku usaha dibidang perikanan sebagaipenerima program sebelum dan setelah dilaksanakannya PUMP, sertakendala yang dihadapi dalam pelaksanaan program PUMP di Kota Bandar Lampung. Penelitian ini dilaksanakan di Kecamatan Bumi Waras Kota Bandar Lampung denganmenggunakan metode studi kasus. Pengambilan data penelitiandilakukan pada bulanJuli hingga Agustus 2014.Terdapat77 pelaku usaha bidang perikanan yang menjadi obyek program PUMP.Data penelitian dianalisis secara deskriprif dan uji komparatif statistik. Hasil penelitian ini menunjukkanbahwa keragaan PUMP di wilayah pesisir Kota Bandar Lampung sudahbaik. Sebanyak 32 orang pemanfaat programPUMP mengalami kenaikan pendapatan dari sebelum menerima bantuan PUMP.Kendala-kendala yang dihadapiselama pelaksanaan program PUMP di wilayah pesisir Kota Bandar Lampung adalah beberapa pemanfaat program kurang tepat, kurangnya pendampingan, dan pemanfaat program kurang diberi bimbingan. Kata Kunci: keragaan, pendapatan, perikanan, PUMP KERAGAAN PROGRAM PENGEMBANGAN USAHA MINA PEDESAAN (PUMP) BIDANG PENGOLAHAN DAN PEMASARAN HASIL PERIKANAN (P2HP) DAN PENDAPATAN PELAKU USAHA BIDANG PERIKANAN DI WILAYAH PESISIR KOTA BANDAR LAMPUNG ABSTRACT The purpose of this research were toanalyze the performance of PUMP program, the income of fisheries business before and after implementing PUMP program, andthe encountered constraint during the implementation of PUMP program in Bandar Lampung. This research was conducted in Bumi Waras sub-district of Bandar Lampung by applying case studies method. The research data was collected in July until August 2014. There were a total of 77 fisheries businessmen as the object of PUMP program. The research data was analyzed by descriptive and statistics comparative test. The results of this research showed that performance of PUMP program in coastal area of Bandar Lampung was well conducted. After implementing PUMP program, 32 participating peoplein the PUMP program had higher revenue than before implementing PUMP program. Constraints encountered during the implementation of the PUMP program in coastal area of Bandar Lampung were some program beneficiaries are less precise, the lack of assistance, and program beneficiaries less given guidance.
