Penelitian ini menjelaskan fenomena eksploitasi anak dalam aktivitas manusia silver di Kota Bandar Lampung, sekaligus mengidentifikasi dampak dari eksploitasi yang terjadi, serta upaya penanganan yang dilakukan oleh Dinas Sosial dan Satuan Polisi Pamong Praja Kota Bandar Lampung. Pendekatan kualitatif dengan desain fenomenologi digunakan untuk memahami pengalaman subjektif anak-anak manusia silver dan perspektif lembaga terkait. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi. Hasil penelitian menunjukkan bahwa keterlibatan anak dalam aktivitas manusia silver dipengaruhi oleh tekanan ekonomi keluarga, rendahnya pendidikan, dan kurangnya pengawasan orang tua. Anak-anak mengalami kelelahan fisik, gangguan kesehatan akibat paparan cat berbahaya, serta tekanan psikologis berupa rasa malu dan stigma sosial. Pemerintah daerah melalui Satpol PP berperan dalam penertiban dan perlindungan anak di ruang publik, sedangkan Dinas Sosial menangani rehabilitasi dan pembinaan pasca penertiban. Upaya sinergis kedua lembaga tersebut dalam mengurangi praktik eksploitasi anak, meskipun masih menghadapi tantangan berupa kemiskinan struktural dan rendahnya kesadaran keluarga. Kata kunci: Eksploitasi Anak, Manusia Silver, Kota Bandar Lampung, Tindakan Sosial Max Weber This study explains the phenomenon of child exploitation in the "human silver" activity in Bandar Lampung City, while identifying the impacts of the exploitation that occurs, as well as the handling efforts undertaken by the Social Services and the Bandar Lampung City Civil Service Police Unit. A qualitative approach with a phenomenological design was used to understand the subjective experiences of the children of the "human silver" and the perspectives of related institutions. Data were collected through in-depth interviews, field observations, and documentation. The results of the study indicate that children's involvement in the "human silver" activity is influenced by family economic pressure, low education, and lack of parental supervision. Children experience physical exhaustion, health problems due to exposure to hazardous paint, and psychological pressure in the form of shame and social stigma. The local government, through the Public Order Agency (Satpol PP), plays a role in regulating and protecting children in public spaces, while the Social Services Agency handles rehabilitation and post-regulation guidance. The synergistic efforts of both institutions in reducing the practice of child exploitation, although still facing challenges in the form of structural poverty and low family awareness.
