ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi Program BNN RI Desa Bersinar di Desa Jatimulyo, Kecamatan Jati Agung, Kabupaten Lampung Selatan, dalam menekan penyalahgunaan dan peredaran narkotika. Selain itu, penelitian ini juga mengevaluasi dampak program terhadap masyarakat desa dan mengidentifikasi faktor-faktor yang memengaruhi keberhasilan pelaksanaannya. Program ini merupakan upaya strategis untuk membangun ketahanan sosial masyarakat terhadap ancaman narkoba melalui pendekatan pencegahan, pemberdayaan, dan rehabilitasi berbasis desa. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan fenomenologi. Data dikumpulkan melalui wawancara mendalam dengan informan kunci, observasi lapangan, dan dokumentasi pendukung. Pendekatan ini dipilih untuk menggali makna pengalaman warga Desa Jatimulyo dalam menjalani dan berpartisipasi dalam Program Desa Bersinar, serta untuk memahami dinamika sosial yang muncul selama proses implementasi berlangsung. Hasil penelitian menunjukkan bahwa implementasi Program Desa Bersinar berjalan aktif dan partisipatif melalui sinergi antara BNN, aparat desa, tokoh masyarakat, dan relawan antinarkoba. Program ini berdampak positif dengan meningkatnya kesadaran masyarakat terhadap bahaya narkotika, terbentuknya lingkungan sosial yang mendukung pencegahan, dan menurunnya potensi penyalahgunaan narkoba di desa. Keberhasilan program didukung oleh partisipasi masyarakat yang tinggi, dukungan dari pemerintah daerah, serta kolaborasi lintas sektor. Dengan demikian, Program Desa Bersinar dinilai efektif dalam mewujudkan desa yang bersih dari narkoba dan layak untuk direplikasi di wilayah lain. Kata kunci: Desa Bersinar, Narkotika, BNN, Penyalahgunaan, Desa Jatimulyo ABSTRACT This study aims to analyze the implementation of the Indonesian National Narcotics Agency's Desa Bersinar Program in Jatimulyo Village, Jati Agung Subdistrict, South Lampung Regency, in reducing drug abuse and trafficking. In addition, this study also evaluates the impact of the program on the village community and identifies factors that influence its success. This program is a strategic effort to build community resilience against the threat of drugs through a village-based approach that combines prevention, empowerment, and rehabilitation. The research method used is qualitative with a phenomenological approach. Data was collected through in-depth interviews with key informants, field observations, and supporting documentation. This approach was chosen to explore the meaning of the experiences of Jatimulyo Village residents in undergoing and participating in the Desa Bersinar Program, as well as to understand the social dynamics that emerged during the implementation process. The research results show that the implementation of the Desa Bersinar Program was active and participatory through synergy between the BNN, village officials, community leaders, and anti-drug volunteers. The program has had a positive impact, with increased community awareness of the dangers of narcotics, the formation of a social environment that supports prevention, and a decrease in the potential for drug abuse in the village. The program's success is supported by high community participation, support from the local government, and cross-sector collaboration. Thus, the Desa Bersinar Program is considered effective in creating a drug-free village and is worthy of replication in other areas. Keywords: Desa Bersinar, narcotics, BNN, abuse, Jatimulyo Village
