Perkembangan teknologi informasi telah mempermudah akses terhadap praktik perjudian secara daring, termasuk melalui promosi yang dilakukan oleh influencer di media sosial. Kasus penangkapan lima selebgram di Metro, Lampung, yang diduga mempromosikan situs judi online BYON 88, menjadi bukti nyata bahwa media sosial kini menjadi medium strategis dalam distribusi konten ilegal. Penelitian ini bertujuan untuk mengetahui bagaimana peran Kepolisian, khususnya Poles Metro, dalam melakukan penyidikan terhadap tindak pidana pendistribusian judi online ole influencer melalui media sosial, serta mengetahui faktor yang menghambat proses penyidikan tersebut. Metode penelitian yang digunakan pada penelitian ini adalah pendekatan yuridis normatif dan yuridis empiris. Pendekatan yuridis normatif dilakukan dengan mengkaji peraturan perundang-undangan, teori-teori hukum, dan literatur yang relevan untuk memahami ketentuan hukum terkait penyidikan tindak pidana pendistribusian judi online oleh influencer. Sementara pendekatan yuridis empiris dilakukan melalui pengumpulan data primer di lapangan dengan teknik wawancara kepada penyidik Polres Metro, dosen hukum pidana, dan dosen teknik informatika, untuk mendapatkan gambaran nyata mengenai pelaksanaan penyidikan. Dengan kombinasi kedua metode tersebut, data yang diperoleh lalu dianalisis secara kualitatif. Hasil dan pembahasan penelitian menunjukkan bahwa peran kepolisian terhadap penyidikan tindak pidana pendistribusian judi online oleh influencer melalui media sosial dilakukan melalui peran normatif yaitu peran yang dilaksanakan sesuai dengan peraturan perundang-undangan, khususnya Undang-Undang Nomor 2 Tahun 2002 Tentang Kepolisian Negara Republik Indonesia dan Hukum Acara Pidana. Peran faktual yaitu peran yang dilaksanakan sesuai dengan kenyataan di lapangan seperti penyelidikan, penyidikan, penangkapan, penyitaan barang bukti, penyusunan berkas perkara, serta penyusunan dan pelimpahan berkas perkara kepada Jaksa Penuntut Umum. Peran ideal yaitu peran yang dilaksakan berdasarkan nilai-nilai ideal dalam sistem hukum yang diharapkan mampu memberikan keadilan, ketertiban, dan perlindungan hukum sesuai dengan Pasal 13 Undang- Undang Nomor 2 Tahun 2002 Tentang Tugas dan Wewenang Kepolisian Negara Republik Indonesia. Sedangkan, terdapat beberapa hambatan dalam penegakan hukum, yaitu faktor hukum dikarenakan kepolisian daerah Provinsi Lampung menangkap pelaku yang berada di wilayah hukum Kota Metro sehingga kepolisian daerah menyerahkan pelaku ke kepolisian Kota Metro, keterbatasan kapasitas kuantitas dan kualitas aparat penegak hukum, keterbatasan sarana prasarana seperti alat forensik digital, lapisan keamanan yang ketat pada platform media sosial seperti enkripsi data, jaringan anonim, penggunaan VPN yang membuat kesulitan pihak kepolisian untuk melacak aktivitas ilegal dan identitas pelaku, serta kurangnya pengetahuan masyarakat terhadap bahaya pendistribusian judi online. Saran dari peneliti adalah diharapkan kepolisian Metro meningkatkan koordinasi dan kerja sama antar penegak hukum lintas wilayah hukum, peningkatan kapasitas sumber daya kepolisian dalam menangani kejahatan berbasis teknologi. Perlunya penguatan sarana dan prasarana berupa teknologi canggih dalam pelacakan dan pengawasan. Serta perlu melakukan penyuluhan kepada masarakat terkait pendistribusian dan bahaya melakukan perjudian online. Dengan pendekatan multi- pihak yang berkelanjutan, diharapkan ruang digital dapat menjadi lebih aman dari praktik pendistribusian judi online. Kata Kunci: Penyidikan, Judi Online, Influencer Advances in information technology have facilitated access to online gambling practices, including through promotions by influencers on social media. This raises complex legal and social issues, as influencers wield significant influence over society, particularly the younger generation. This study aims to determine the role of the police, specifically the Jakarta Metropolitan Police, in investigating the criminal distribution of online gambling by influencers through social media, as well as the factors hindering the investigation process. The research methods used in this study are normative and empirical juridical approaches. The normative juridical approach is conducted by reviewing laws and regulations, legal theories, and relevant literature to understand the legal provisions related to the investigation of the crime of distributing online gambling by influencers. Meanwhile, the empirical juridical approach is conducted through primary data collection in the field using interviews with Metro Police investigators, criminal law lecturers, and informatics engineering lecturers to obtain a realistic picture of the investigation process. Using a combination of these two methods, the data obtained is then analyzed qualitatively. The results and discussion of the research indicate that the role of the police in investigating the crime of distributing online gambling by influencers through social media is carried out through a normative role, namely a role carried out in accordance with laws and regulations, especially Law Number 2 of 2002 concerning the Indonesian National Police and Criminal Procedure Code. The factual role is a role carried out in accordance with the reality in the field such as investigations, inquiries, arrests, confiscation of evidence, preparation of case files, and preparation and transfer of case files to the Public Prosecutor. The ideal role is a role carried out based on ideal values in the legal system which is expected to be able to provide justice, order, and legal protection in accordance with Article 13 of Law Number 2 of 2002 concerning the Duties and Authorities of the Indonesian National Police. Meanwhile, there are several obstacles in law enforcement, namely legal factors because the Lampung Provincial Police arrested thenamely legal factors because the Lampung Provincial Police arrested the perpetrator who was in the jurisdiction of Metro City so that the regional police handed the perpetrator over to the Metro City Police, limited capacity in terms of quantity and quality of law enforcement officers, limited infrastructure such as digital forensic tools, strict security layers on social media platforms such as data encryption, anonymous networks, the use of VPNs which make it difficult for the police to track illegal activities and the identity of the perpetrator, as well as the lack of public knowledge about the dangers of online gambling distribution. The researchers' recommendations include improving coordination and cooperation between law enforcement agencies across jurisdictions and enhancing the capacity of police resources to address technology-based crimes. Strengthening facilities and infrastructure through advanced tracking and surveillance technology is essential. Public education regarding the distribution and dangers of online gambling is also essential. With a sustainable, multi-stakeholder approach, it is hoped that the digital space can become safer from online gambling distribution practices. Keywords: Investigation, Online Gambling, Influencer
