Abstrak Permasalahan dalam pengelolaan sampah yang dialami oleh Kota Bandar Lampung pada saat ini, antara lain, penanganan sampah yang dilakukan di Kota Bandar Lampung belum sampai pada tahap memikirkan proses daur ulang atau menggunakan ulang sampah tersebut menjadi bahan yang bermanfaat (produktif). sesuai dengan ketentuan Undang-Undang Nomor 18 Tahun 2008 tentang Pengelolaan Sampah dan Peraturan Daerah No 5 Tahun 2000 tentang Sampah. Penanganan sampah yang dilakukan hanya mengangkutnya dari tempat sampah di permukiman penduduk, pasar, terminal dan tempat penimbunan sementara dan membuangnya ke tempat pembuangan akhir. Berdasarkan permasalahan tersebut, penulis tertarik untuk melakukan penelitian tentang peran Unit Pelaksana Teknis Dinas Kebersihan dan Pertamanan dalam pengelolaan sampah di Kota Bandar Lampung sesuai dengan Peraturan Walikota No. 67 Tahun 2011 tentang Pembentukan Organisasi dan Tata Kerja Unit Pelaksana Teknis Kebersihan Pada Dinas Kebersihan dan Pertamanan. Berdasarkan hal tersebut penulis merumuskan permasalahan sebagai berikut: (1) Bagaimanakah Peran Unit Pelaksana Teknis Dinas Kebersihan dan Pertamanan Dalam Pengelolaan Sampah Di Kota Bandar Lampung? (2) Apa Saja Yang menjadi Faktor Penghambat Unit Pelaksana Teknis Dinas Kebersihan dan Pertamanan Dalam Pengelolaan Sampah Di Kota Bandar Lampung?. Pendekatan masalah dalam penelitian ini dilakukan dengan pendekatan secara normatif, yaitu pendekatan dengan cara melihat dan mempelajari buku-buku dan dokumen-dokumen serta peraturan-peraturan lainnya yang berlaku dan berhubungan dengan judul dan pokok bahasan yang akan diteliti, Selain itu, digunakan pula pendekatan secara empiris yaitu, pendekatan yang dilakukan dengan meneliti data primer yang diperoleh secara langsung dari wawancara guna mengetahui kenyataan yang terjadi dalam praktek khusunya mengenai pengelolaan sampah. Berdasarkan hasil penelitian yang telah dilakukan dapat diketahui bahwa peran Unit Pelaksana Teknis Dinas Kebersihan dan Pertamanan dalam pengelolaan sampah di Kota Bandar Lampung belum pada tahap mendaur ulang sampah menjadi bahan yang bermanfaat seperti kota-kota besar lainnya, Peran Unit Pelaksana Teknis Dinas Kebersihan dan Pertamanan hanya dalam hal Pewadaan Sampah, Pengumpulan Sampah, Pengangkutan Sampah dan Pengelolaan Sampah serta melakukan pemungutan retribusi layanan sampah. Dalam hal ini Pewadaan sampah yang dimaksud adalah suatu cara penampungan sampah sebelum dikumpulkan, dipindahkan, diangkut dan dibuang ke tempat pembuangan akhir, Sedangkan dalam hal Pengangkutan sampah adalah, dimaksudkan sebagai kegiatan operasi yang dimulai dari titik pengumpulan terakhir dari suatu siklus pengumpulan sampai ke Tempat Pembuangan Akhir. Adapun saran yang diajukan penulis berkaitan dengan peran Unit Pelaksana Teknis Dinas Kebersihan dalam pengelolaan sampah di Kota Bandar Lampung adalah Seharusnya Pemerintah Daerah Kota Bandar Lampung dalam hal ini Dinas Kebersihan dan Pertamanan, Unit Pelaksanaan Teknis Dinas Kebersihan dan Pertamanan serta yang terkait lebih mensosialisasikan peraturan perundang– undangan yang berkaitan dengan pengelolaaan sampah, agar masyarakat lebih mengetahui dan memahami substansi dari peraturan yang berlaku dan pada akhirnya masyarakat dapat melakukan pengelolaan sampah sesuai dengan prosedur hukum yang berlaku. Based on this, the author is interested in doing research on the role of Executing Agency of Technical Unit of cleanliness and Landscaping in waste management in the city of Bandar Lampung in accordance with Regulation No. 67 Mayor in 2011 about the formation of the Organization and The work of Implementing Hygiene Technical Unit On The cleanliness and Landscaping. The authors formulate as follows: (1) what is the role of Executing Agency of Technical Unit of cleanliness and Landscaping In waste management in the city of Bandar Lampung? (2) anything that becomes a factor Restricting the Unit Executing Agency of Technical cleanliness and Landscaping In waste management in the city of Bandar Lampung?. Approach to the problems in this research was conducted with the normative approach, that approach with a way to see and study the books and documents as well as other regulations in force and is associated with the title and subject matter that will be examined, in addition, also used empirically approach-that is, an approach that is carried out by examining the primary data obtained directly from the interview to find out the reality that happens in practice especially regarding waste management. Based on the results of research that has been done can be noted that the role of the implementing Unit Technical cleanliness and Landscaping Services in waste management in the city of Bandar Lampung have not at this stage of recycling waste into useful materials like other big cities, the role of Executing Agency of Technical Unit of cleanliness and Gardening only in terms of receptacle rubbish, garbage collection, Garbage Hauling and waste management and garbage collection services do retribution. In this case the Pewadaan rubbish that is is a way the shelter before the garbage is collected, transferred, transported and dumped into landfills, whereas in the case of the transport of waste is, intended as an operating activity that starts from the point of collection, the last of a collection cycle to the Landfill. As for the suggestion that the author filed with regard to the role of Executing Agency of Technical Unit of cleanliness in waste management in the city of Bandar Lampung is supposed to be local government city of Bandar Lampung in the it Department of Hygiene and Technical Implementation Units, Landscaping Office cleanliness and Landscaping as well as related more to socialize the regulation militate in invitations related to pengelolaaan garbage, so that more people know and understand the substance of the regulations and in the end the public can conduct waste management in accordance with the legal procedures in force.
