Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Penelitian ini bertujuan menelaah implementasi program pemberdayaan melalui pelatihan keterampilan dilaksanakan di UPTD PRSPD Disabilitas Lampung serta sejauh mana program tersebut berkontribusi pada peningkatan kemandirian penyandang disabilitas. Menggunakan pendekatan kualitatif dan metode studi kasus, penelitian ini melibatkan peserta pelatihan sebagai informan utama, serta instruktur dan pekerja sosial sebagai sumber data tambahan. Data dikumpulkan melalui wawancara mendalam, observasi kegiatan selama magang, dan penelusuran dokumen. Hasil penelitian memperlihatkan bahwa pelatihan keterampilan seperti pijat, menjahit, membatik, dan tata boga disusun berdasarkan karakteristik dan kebutuhan peserta, disertai pendampingan sosial, pembinaan mental, serta penanaman disiplin. Program ini terbukti membantu meningkatkan rasa percaya diri, kemampuan berkomunikasi, dan kesiapan peserta menjalani kehidupan mandiri. Meski demikian, sejumlah hambatan masih ditemui, baik dari dalam diri peserta seperti keterbatasan fisik dan rasa kurang percaya diri, maupun dari faktor luar seperti rendahnya penerimaan masyarakat, lemahnya peluang kerja inklusif, serta belum optimalnya kerja sama lembaga. Strategi pemberdayaan yang dilaksanakan UPTD meliputi pemberian motivasi, layanan konseling, dukungan promosi karya, serta koordinasi dengan desa, meskipun sebagian strategi belum sepenuhnya diimplementasikan secara konsisten. Berdasarkan teori fungsionalisme struktural Talcott Parsons, program ini membantu peserta beradaptasi dengan tuntutan sosial, menginternalisasi nilai-nilai kemandirian, serta memperkuat integrasi mereka dalam masyarakat. Secara keseluruhan, pelaksanaan program telah memberikan dampak positif, meskipun masih memerlukan peningkatan pada aspek pendukung agar hasil pemberdayaan dapat lebih Kata kunci: Pemberdayaan, penyandang disabilitas, pelatihan keterampilan kemandirian This study aims to examine implementation empowerment program through skills training is implemented at UPTD PRSPD Disabilitas Lampung and to what extent the program contributes to enhancing the independence of persons with disabilities. Using a qualitative approach and a case study method, this research involved training participants as the main informants, while instructors and social workers served as supporting data sources. Data were collected through in-depth interviews, observations conducted during field practice, and document analysis. The findings indicate that skills training such as massage, sewing, batik-making, and culinary skills is designed based on the characteristics and needs of the participants and is accompanied by social assistance, mental guidance, and the cultivation of discipline. The program has been shown to improve participants’ self-confidence, communication abilities, and readiness for independent living. However, several obstacles remain, both internal such as physical limitations and low self-confidence and external, including limited community acceptance, insufficient inclusive employment opportunities, and the suboptimal collaboration between institutions. The empowerment strategies applied by UPTD include motivation, counseling services, support for promoting participants’ work, and coordination with village authorities, although some of these strategies have not yet been implemented consistently. Based on Talcott Parsons’ structural functionalism theory, the program supports participants in adapting to social demands, internalizing values of independence, and strengthening their social integration. Overall, the implementation of this program has shown positive impacts, although improvements in supporting aspects are still needed to maximize empowerment outcomes.
