Abstract

Program Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan langkah strategis yang dilakukan pemerintah guna mempercepat proses sertifikasi tanah sekaligus meningkatkan kepastian hukum atas kepemilikan tanah di Indonesia sesuai dengan Peraturan Menteri Agraria dan Tata Ruang/Badan Pertanahan Nasional No. 6 Tahun 2018 tentang Pendaftaran Tanah Sistematis Lengkap, khususnya di Kabupaten Ogan Komering Ulu (OKU) yang masih banyak bidang tanah yang belum memiliki sertifikat. Penelitian ini bertujuan untuk mengukur efektivitas program PTSL dalam mengurangi jumlah bidang tanah yang belum bersertifikat di Kabupaten OKU dan upaya Kantor Pertanahan Kabupaten OKU dalam melaksanakan program PTSL. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan pengumpulan data primer dan sekunder melalui wawancara, observasi, dan dokumentasi resmi dari Kantor Pertanahan. Hasil penelitian menunjukkan bahwa pelaksanaan program PTSL di Kabupaten OKU belum efektif. Target sertifikasi tanah dari tahun 2017 sampai dengan tahun 2024 sebanyak 106.315 (seratus enam ribu tiga ratus lima belas), namun realisasinya hanya sebanyak 48.377 (empat puluh delapan ribu tiga ratus tujuh puluh tujuh), dengan persentase 45,50% yang secara signifikan tidak mampu mengurangi jumlah tanah yang belum bersertifikat. Upaya yang dilakukan Kantor Pertanahan Kabupaten OKU untuk meningkatkan efektivitas pelaksanaan PTSL antara lain dengan melakukan sosialisasi kepada masyarakat, optimalisasi tenaga dan sarana, serta kerjasama lintas sektor dengan pemerintah daerah. The Complete Systematic Land Registration Program (PTSL) is a strategic step taken by the government to accelerate the land certification process while increasing legal certainty regarding land ownership in Indonesia in accordance with Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency No. 6 of 2018 concerning Complete Systematic Land Registration, particularly in Ogan Komering Ulu (OKU) Regency, where there are still many plots of land that do not have certificates. This study aims to measure the effectiveness of the PTSL program in reducing the number of uncertified land parcels in OKU Regency and the efforts of the OKU Regency Land Office in implementing the PTSL program. The method used is a descriptive qualitative approach with primary and secondary data collection through interviews, observations, and official documentation from the Land Office. The results of the study show that the implementation of the PTSL program in OKU Regency has not been effective. The target for land certification from 2017 to 2024 is 106,315 (one hundred six thousand three hundred fifteen), but the actual number is only 48,377 (forty-eight thousand three hundred seventy-seven), with a percentage of 45,50%, which is significantly unable to reduce the number of uncertified land. Efforts made by the OKU District Land Office to improve the effectiveness of PTSL implementation include conducting public awareness campaigns, optimizing human resources and facilities, and cross-sector cooperation with local governments.
