Perkembangan teknologi digital yang semakin pesat mendorong modernisasi di berbagai sektor, termasuk layanan kenotariatan. Kebutuhan masyarakat terhadap pelayanan hukum yang lebih cepat, efisien, dan berbasis elektronik menjadi alasan utama pentingnya pengembangan konsep cyber notary. Daerah yang sedang bergerak menuju transformasi digital namun belum memiliki implementasi yang mapan menjadi permasalahan yang perlu ditinjau lebih dalam. Rumusan masalah penelitian ini mengenai pelaksanaan cyber notary di Kota Bandar Lampung, dan faktor penghambat dalam pelaksanaan cyber notary di Kota Bandar Lampung. Jenis penelitian yang digunakan merupakan penelitian hukum normatif empiris yang berfokus pada kajian asas, konsep, serta norma hukum dengan mengumpulkan data empiris. Pendekatan penelitian menggunakan statute approach melalui analisis terhadap regulasi yang mengatur pelaksanaan cyber notary, seperti Undang-Undang Jabatan Notaris, Undang-Undang Informasi dan Transaksi Elektronik, serta peraturan turunan lainnya. Sumber data meliputi bahan hukum primer berupa hasil wawancara, bahan hukum sekunder seperti literatur dan jurnal, serta bahan hukum tersier berupa kamus hukum dan ensiklopedia. Hasil penelitian dan pembahasan menunjukan bahwa cyber notary di Kota Bandar Lampung masih berada pada UUJN yang berlaku, beberapa aspek digital seperti penggunaan tanda tangan elektronik internal dan pengunggahan dokumen melalui sistem layanan publik, namun hal tersebut belum memenuhi kriteria cyber notary yang mencakup pembuatan dan autentikasi akta secara elektronik. Faktor penghambat pelaksanaan cyber notary terletak pada aspek regulasi yang belum memberikan dasar hukum teknis, keamanan data yang masih rawan terhadap ancaman siber, keterbatasan infrastruktur teknologi, serta persepsi masyarakat yang masih mengutamakan prosedur fisik. Kata Kunci : Bandar Lampung , Cyber notary, Kenotariatan. The rapid development of digital technology has driven modernization across various sectors, including notarial services. The growing public demand for legal services that are faster, more efficient, and electronically based is the main reason for the importance of developing the concept of a cyber notary. which is moving toward digital transformation but has not yet achieved a well-established application. Interest in this topic arises from the gap between the demands of digitalization and the reality of notarial practices that still rely on conventional procedures. This research aimed to know the implementation and the factor that influenced of cyber notary practices in the Bandar Lampung area. This study employs a normative legal research method, focusing on the examination of legal principles, concepts, and norms through an analysis of doctrines and relevant legislation. The research adopts a statute approach by analyzing regulations governing the implementation of cyber notary practices, such as the Notary Office Act, the Electronic Information and Transactions Act, and other related derivative regulations. The data sources consist of primary legal materials in the form of laws and statutes, secondary legal materials such as literature and journals, and tertiary legal materials including legal dictionaries and encyclopedias. The implementation of the cyber notary system in Bandar Lampung remains at the conceptual stage and has not yet been fully realized in practice. Notaries have used several digital aspects, such as internal electronic signatures and document uploads through public service systems, but these have not met the full criteria of a cyber notary, which includes the electronic creation and authentication of deeds. Moreover, significant challenges arise from regulatory gaps that fail to provide technical legal foundations, vulnerabilities in data security due to cyber threats, limitations in technological infrastructure, and public perceptions that continue to favor physical procedures.
