Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Penelitian ini berfokus pada otonomi dan kewenangan partai politik di tingkat lokal pada pilkada serentak tahun 2024 di PDIP Kabupaten Pringsewu. Asumsi dasar penelitian ini disebabkan makin menguatnya isu sentralisasi partai politik pusat dalam penentuan calon kepala daerah, partai politik lokal hanya berfungsi melakukan penjaringan awal, administrasi dan informasi kondisi politik lokal. Tujuan penelitian ini yaitu mendeskripsikan dan menganalisis mekanisme kewenangan partai ditingkat lokal dalam pilkada. Analisis penelitian menggunakan teori pelembagaan parpol yang mengukur partai dari aspek kelembagaan yakni pengaturan internal (systemnes), otonomi pengambilan keputusan (decisional autonomy), nilai/ideologi dan citra publik partai (reification). Menggunakan metode penelitian kualitatif deskriptif dan penafsiran fenomena sosial yang bersumber dari wawancara dan observasi. Wawancara dilakukan dengan 17 (tujuh belas) informan, terdiri dari pengurus PDIP, kandidat, akademisi dan aktivis lokal dan proses triangulasi melalui informan pengurus PDIP tingkat Provinsi Lampung serta pengurus Partai Gerindra dan kader Partai Persatuan Pembangunan. Hasil penelitian menunjukan rekrutmen kepala daerah dalam pilkada serentak 2024 masih dikendalikan partai ditingkat pusat, meskipun rekrutmen terbuka ditingkat lokal. Di PDIP Kabupaten Pringsewu kewenangan bersifat simbolik/administratif dan tugas menyerap aspirasi publik. Dampaknya dari sentralisme keputusan tersebut yakni otonomi partai lokal sangat rendah, terjadi sentralisme elit partai, praktik patronase dan lemahnya demokrasi internal partai yang berkontribusi terhadap kemunduran desentralisasi dan demokratisasi lokal. Aspek kebaruan penelitan ini dapat disimpulkan yakni kebutuhan proses integrasi desentralisasi pemerintahan dengan politik lokal, serta memperluas teori pelembagaan partai dengan dimensi otonomi partai lokal. Kata Kunci : Otonomi Partai Politik, Pilkada, Pelembagaan Partai, PDI Perjuangan This research focuses on the autonomy and authority of local political parties in the 2024 simultaneous regional elections in the Indonesian Democratic Party of Struggle (PDIP) in Pringsewu Regency. The basic assumption of this research is that due to the increasing centralization of central political parties in determining regional head candidates, local political parties only function to conduct initial selection, administration, and provide information on local political conditions. The purpose of this research is to describe and analyze the mechanisms of local party authority in regional elections. The research analysis utilizes the theory of political party institutionalization, which measures parties from institutional aspects, including internal arrangements (systems), decision-making autonomy (decisional autonomy), values/ideology, and public image (reification). The research employed descriptive qualitative research methods and interpretation of social phenomena, based on interviews and observations. Interviews were conducted with 17 informants, consisting of PDIP officials, candidates, academics, and local activists. Triangulation was conducted through informants from PDIP officials at the Lampung Provincial level, Gerindra Party officials, and United Development Party (PPP) cadres. The research results show that the recruitment of regional heads in the 2024 simultaneous regional elections is still controlled by political parties at the central level, despite open recruitment at the local level. In the Pringsewu Regency PDIP, authority is symbolic/administrative and the task is to absorb public aspirations. The impact of this centralized decision is very low local party autonomy, the occurrence of party elite centralism, patronage practices, and weak internal party democracy that contribute to the decline of decentralization and local democratization. The novel aspect of this research can be concluded as the need for a process of integrating government decentralization with local politics, as well as expanding the theory of party institutionalization with the dimension of local party autonomy.
