Penelitian ini bertujuan untuk menganalisis peran Pemerintah Kabupaten Lampung Barat dalam mengembangkan Sekolah Kopi sebagai pusat pelatihan dan peningkatan kapasitas sumber daya manusia di sektor perkopian. Fokus penelitian diarahkan pada tiga peran utama pemerintah, yaitu sebagai regulator, fasilitator, dan katalisator. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap pengelola, instruktur, peserta, serta pihak terkait lainnya. Hasil penelitian menunjukkan bahwa peran fasilitator merupakan peran yang cukup dominan dan berjalan secara efektif dalam mendukung keberlanjutan Sekolah Kopi. Pemerintah aktif menyediakan sarana dan prasarana pelatihan, instruktur, serta fasilitas praktik yang relevan dengan kebutuhan industri kopi. Sebaliknya, peran regulator masih terbatas pada penerbitan kebijakan dasar tanpa disertai aturan teknis, SOP, maupun mekanisme evaluasi yang sistematis. Peran katalisator juga belum optimal, ditandai dengan keterbatasan kerja sama lintas lembaga dan belum kuatnya jejaring pemasaran bagi alumni. Secara keseluruhan, penelitian ini menyimpulkan bahwa keberhasilan pengembangan Sekolah Kopi perlu mendapatkan perhatian lebih dari pemerintah, yakni tergantung keefektivitasan peran regulator, fasilitator, dan katalisator pemerintah yang masih memerlukan penguatan yang lebih terstruktur. Penelitian ini diharapkan menjadi masukan bagi pemerintah daerah dalam meningkatkan kualitas kebijakan dan efektivitas program pengembangan sumber daya manusia di sektor perkopian. This study aims to analyze the role of the West Lampung Regency Government in developing the Coffee School as a training center and a hub for enhancing human resource capacity in the coffee sector. The research focuses on three main governmental roles: regulator, facilitator, and catalyst. This study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation involving managers, instructors, participants, and other relevant stakeholders. The results of the study indicate that the facilitator role is the most dominant and effectively implemented in supporting the sustainability of the Coffee School. The government actively provides training facilities and infrastructure, instructors, and practical amenities that align with the needs of the coffee industry. Conversely, the regulatory role remains limited to issuing basic policies without accompanying technical regulations, SOPs, or systematic evaluation mechanisms. The catalyst role is also not yet optimal, as shown by limited cross-institutional collaboration and the underdeveloped marketing networks available for program graduates. Overall, this study concludes that the success of the development of the Coffee School requires greater attention from the government, as it depends on the effectiveness of the government’s roles as regulator, facilitator, and catalyst, which still need more structured strengthening. This research is expected to serve as input for local governments in improving the quality of policies and the effectiveness of human resource development programs in the coffee sector.
