Abstract
Tuntutan transformasi digital dalam tata kelola pemerintahan melalui penerapan sistem pengadaan barang dan jasa berbasis elektronik (e-procurement) guna mewujudkan prinsip efektivitas, integritas, dan transparansi. Satuan Pelaksana (Satpel) Unit Kerja Pengadaan Barang/Jasa (UKPBJ) Direktorat Jenderal (Ditjen) Pemasyarakatan Lampung telah mengimplementasikan e-procurement sebagai bagian dari reformasi pengadaan, namun dalam pelaksanaannya masih menghadapi sejumlah tantangan. Penelitian ini bertujuan untuk menganalisis implementasi eprocurement di lingkungan Satpel UKPBJ Ditjen Pemasyarakatan Lampung Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis dilakukan berdasarkan teori implementasi kebijakan Song dan Shin (2010) yang meliputi faktor lingkungan, kepemimpinan dan kelembagaan, visi dan tujuan kebijakan, prioritas/fungsionalitas, serta kinerja Hasil penelitian menunjukkan bahwa implementasi e-procurement telah berjalan dan mendukung pencapaian visi serta peningkatan kinerja, namun belum optimal. Hambatan ditemukan pada faktor lingkungan, kepemimpinan dan kelembagaan, serta prioritas/fungsionalitas, terutama terkait orientasi administratif, keterbatasan sumber daya manusia, dan evaluasi sistem. Temuan ini menegaskan bahwa keberhasilan implementasi eprocurement bersifat dinamis dan berkelanjutan, sehingga memerlukan penguatan pengawasan, konsistensi kepemimpinan, serta transformasi budaya organisasi agar sistem benar-benar berfungsi sebagai instrumen tata kelola pengadaan yang transparan, akuntabel, dan berintegritas. The demand for digital transformation in public governance has encouraged the implementation of electronic procurement systems (e-procurement) to promote effectiveness, integrity, and transparency. The Implementing Unit of Goods/Services Procurement Working Unit at the Directorate General of Corrections, Lampung, has adopted e-procurement as part of procurement reform; however, its implementation still faces several challenges. This study aims to analyze the implementation of e-procurement within the UKPBJ Implementing Unit of the Directorate General of Corrections, Lampung. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The analysis is based on the policy implementation framework proposed by Song and Shin (2010), which includes environmental factors, leadership and institutional capacity, policy vision and objectives, prioritization/functionality, and performance. The findings indicate that the implementation of e-procurement has been carried out and has supported the achievement of policy objectives and performance improvement, although it has not yet been fully optimal. Obstacles were identified in environmental factors, leadership and institutional aspects, and prioritization/functionality, particularly regarding administrative-oriented practices, limited human resources, and system evaluation. These findings suggest that the success of e-procurement implementation is dynamic and continuous, requiring strengthened supervision, consistent leadership, and organizational cultural transformation to ensure effective, accountable, and transparent procurement governance.
