Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penyaluran Program Bantuan Iuran Jaminan Kesehatan (PBI JK) di Desa Way Harong, Kecamatan Way Lima, Kabupaten Pesawaran masih menghadapi permasalahan ketidaktepatan sasaran dan rendahnya pemahaman masyarakat akibat sosialisasi yang belum optimal. Kondisi ini berdampak pada belum meratanya penerima manfaat, khususnya di kalangan masyarakat miskin yang seharusnya berhak menerima bantuan. Penelitian ini bertujuan untuk memahami bentuk sosialisasi serta kendala yang memengaruhi efektivitas penyaluran Program PBI JK di tingkat desa. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan pelaksanaan sosialisasi Program Bantuan Iuran Jaminan Kesehatan (PBI JK) di Desa Way Harong didominasi oleh saluran komunikasi interpersonal melalui aparat desa, khususnya RT dan kepala dusun, yang berperan sebagai opinion leader sekaligus mediator administratif. Pola ini terbukti efektif dalam membangun kedekatan dan kepercayaan, namun pada saat yang sama menciptakan ketergantungan struktural masyarakat terhadap agen lokal dalam memperoleh dan memverifikasi informasi. Oleh karena itu, sosialisasi yang lebih partisipatif, merata, dan berkelanjutan diperlukan guna meningkatkan ketepatan sasaran dan pemerataan Program PBI JK. Kata Kunci: Sosialisasi Kebijakan, PBI JK, Ketepatan Sasaran, dan Pemahaman Masyarakat The distribution of the Contribution Assistance Program for Health Insurance (PBI JK) in Way Harong Village, Way Lima District, Pesawaran Regency faces challenges related to inaccurate targeting and limited public understanding due to ineffective socialization. This condition affects the unequal distribution of benefits, particularly among eligible lowincome communities. This study aims to examine the forms of socialization and the obstacles affecting the effectiveness of the PBI JK distribution at the village level. The research findings indicate that the implementation of the socialization of the Premium Assistance for Health Insurance Program (PBI JK) in Way Harong Village is predominantly carried out through interpersonal communication channels involving village officials, particularly neighborhood heads (RT) and hamlet heads. These actors function as opinion leaders as well as administrative mediators. This communication pattern has proven effective in fostering closeness and trust within the community. However, at the same time, it creates structural dependency among community members on local agents for accessing and verifying information. Therefore, more participatory, equitable, and continuous socialization is necessary to improve targeting accuracy and equitable distribution of the PBI JK program.
