Abstrak Kabupaten Lampung Barat memiliki kawasan hutan seluas 397.778 ha dari luas wilayah keseluruhan 495.040 ha dengan jumlah penduduk 419.037 jiwa. Desakan kebutuhan ekonomi dan kurangnya lapangan pekerjaan mengakibatkan masyarakat memasuki hutan secara illegal sehingga terjadi kerusakan pada hutan. Pencegahan hutan dilakukan dengan cara pendekatan kesejahteraan masyarakat melalui program Hutan Tanaman Rakyat. HTR digulirkan dalam rangka meningkatkan potensi hutan produksi dan tetap menjaga kelestarian sumber daya hutan. Untuk mencapai tujuan tersebut dibutuhkannya peran Dinas Kehutanan Kabupaten Lampung Barat. Permasalahan dalam penelitian ini bagaimana peran Dinas Kehutanan dan apa faktor penghambatnya dalam pengelolaan HTR di Kabupaten Lampung Barat. Pendekatan masalah melalui pendekatan yuridis empiris dengan menggunakan data primer dan sekunder. Pengumpulan data dengan studi kepustakaan dan studi lapangan kemudian dianalisis secara kualitatif. Peran Dinas Kehutanan dalam pengelolaan HTR yaitu fasilitasi dalam rangka pembinaan meliputi ; sosialisasi, fasilitasi dalam perizinan, seleksi terhadap Pendamping serta mengadakan pendidikan dan latihan. Faktor penghambat dalam pengelolaan HTR meliputi ; akses jalan yang tidak memadai, status penggarap lahan yang masih tumpang tindih, alokasi dana yang terbatas, kelembagaan belum siap dan masyarakat kurang memahami teknis pelaksanaan setelah izin diterbitkan. Abstract West Lampung district has a forest area of 397,778 ha total area of 495,040 ha with a population of 419,037 inhabitants. Economic necessity and lack of employment lead to people illegally entering the forest resulting in damage to the forest. Prevention of forest is done by the public welfare through the program approach Forest Plantation. HTR rotated in order to increase the potential for permanent forest production and conserving forest resources. To achieve these objectives it needs the role of West Lampung district forestry office. Problems in this study how the role of the Forest Service and what inhibiting factors in the management of HTR in West Lampung regency. Juridical approach to the problem through an empirical approach using primary and secondary data. Data collection with library research and field study were then analyzed qualitatively. Forest Service role in the management of the HTR in order to facilitate development include: information dissemination, facilitation in licensing, and conducting the selection of complementary education and training. Inhibiting factors in the management of HTR include; access road is inadequate, the status of land that farmers are still over lapping, allocation of limited funds, institutions and society is not ready do not understand the technical implementation of the following permits issued.
