Aparat Pengawasan Intern Pemerintah (APIP) memiliki peran strategis sebagai sistem peringatan dini dalam penyelenggaraan pemerintahan di tingkat pusat maupun daerah. Penguatan kompetensi auditor pemerintah menjadi kebutuhan mendesak sebagaimana diatur dalam Keputusan Menteri PANRB Nomor SKJ.18 Tahun 2022 tentang Standar Kompetensi Jabatan Fungsional Auditor yang menegaskan kewajiban pemenuhan kompetensi teknis, manajerial, dan sosial kultural secara berkelanjutan. Penguatan tersebut juga diperkuat melalui Peraturan BPKP Nomor 5 Tahun 2023 yang menekankan pentingnya pembelajaran berkelanjutan dan pemanfaatan teknologi informasi dalam pengembangan sumber daya manusia pengawasan. Namun demikian, peningkatan kapabilitas APIP daerah masih menjadi tantangan bagi BPKP. Salah satu upaya yang dilakukan adalah pemanfaatan situs Siger Library sebagai media pembelajaran digital. Penelitian ini bertujuan untuk menganalisis efektivitas Siger Library dalam peningkatan kompetensi APIP di BPKP Perwakilan Provinsi Lampung. Teori yang digunakan adalah teori efektivitas menurut Siagian. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa situs Siger Library dalam peningkatan kompetensi APIP telah berjalan efektif berdasarkan tujuh indikator efektivitas yang digunakan. Platform ini memberikan fleksibilitas akses, efisiensi waktu dan biaya, serta mendukung peningkatan kompetensi teknis dan manajerial auditor. Namun, masih terdapat dua indikator yang belum berjalan secara optimal, yaitu kejelasan strategi pencapaian tujuan serta proses analisis dan perumusan kebijakan yang mantap, sehingga memerlukan penguatan agar pelaksanaan program dapat lebih berkelanjutan dan terarah. The Government Internal Supervisory Apparatus (APIP) plays a strategic role as an early warning system in the administration of government at both central and regional levels. Strengthening the competence of government auditors has become an urgent necessity as stipulated in the Decree of the Minister of Administrative and Bureaucratic Reform Number SKJ.18 of 2022 concerning Competency Standards for the Functional Position of Auditor, which emphasizes the mandatory fulfillment of technical, managerial, and socio-cultural competencies in a sustainable manner. This policy is further reinforced by BPKP Regulation Number 5 of 2023, which highlights the importance of continuous learning and the utilization of information technology in developing supervisory human resources. However, improving the capability of regional APIP remains a challenge for BPKP. One of the efforts undertaken is the utilization of the Siger Library website as a digital learning platform. This study aims to analyze the effectiveness of the Siger Library in improving APIP competence at the BPKP Representative Office of Lampung Province. The study employs the effectiveness theory proposed by Siagian. The research method used is descriptive with a qualitative approach. The results indicate that the Siger Library website has been effective in improving APIP competence based on seven effectiveness indicators applied in this study. The platform provides flexible access, time and cost efficiency, and supports the enhancement of auditors’ technical and managerial competencies. Nevertheless, two indicators have not been optimally implemented, namely the clarity of goalachievement strategy and the robustness of policy analysis and formulation, which require further strengthening to ensure more sustainable and well-directed program implementation.
