Abstract

Penelitian ini membahas evaluasi Program Bantuan Pangan Beras oleh BULOG di Kelurahan Rajabasa Jaya Kota Bandar Lampung. Program ini dirancang sebagai bentuk kepedulian pemerintah kepada masyarakat kurang mampu dengan memberikan bahan pokok makanan berupa beras dan minyak goreng. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan model evaluasi CIPP (Context, Input, Process, Product) yang dikembangkan oleh Stufflebeam untuk menilai pelaksanaan program dari berbagai aspek. Hasil penelitian menunjukkan program Bantuan Pangan Beras ini sudah berjalan cukup optimal namun terdapat beberapa temuan. Pada masyarakat penerimaan manfaat ditemukan adanya masyarakat yang ekonominya sudah baik namun masih masuk daftar Keluarga Penerima Manfaat (KPM). Hal ini menimbulkan kecemburuan sosial dikalangan masyarakat, selain itu penelitian ini menemukan adanya beras yang diberikan kepada masyarakat berkualitas kurang baik sehingga ketika di masak beras menjadi kasar dan kurang enak di makan. Berdasarkan temuan tersebut penelitian merekomendasikan adanya update data KPM dan tinjauan kepada BULOG terkait kualitas beras yang diberikan kepada masyarakat agar masyarakat merasa puas dan program berjalan optimal. Kata Kunci: Evaluasi, Konteks, Masukan, Proses, Hasil This study discusses the evaluation of the Rice Food Assistance Program by BULOG in Rajabasa Jaya Village, Bandar Lampung City. This program was designed as a form of government concern for underprivileged communities by providing staple foods in the form of rice and cooking oil. This study uses a qualitative descriptive approach with the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam to assess program implementation from various aspects. The results of the study indicate that the Rice Food Assistance program has been running quite optimally, but there are several findings. Among the beneficiary communities, it was found that some people whose economy is already good but are still on the list of Beneficiary Families (KPM). This causes social jealousy among the community. In addition, this study found that the rice given to the community is of poor quality so that when cooked the rice becomes coarse and less palatable. Based on these findings, the study recommends updating KPM data and reviewing BULOG regarding the quality of rice provided to the community so that the community is satisfied and the program runs optimally.
