Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Abstrak Saat ini apotek di Kota Bandar Lampung telah menjadi pilihan alternatif untuk membeli obat khususnya kalangan masyarakat menengah kebawah selain biaya yang terjangkau apotek memang sudah menyatu di masyarakat Bandar Lampung sejak lama. Oleh karena itu pemerintah dalam hal ini Dinas Kesehatan yang diberikan wewenang oleh undang-undang dituntut untuk melakukan pengembangan, pengawasan serta pembinaan terhadap keberadaan apotek yang ada di Kota Bandar Lampung. Pelaksanaan Keputusan Menteri Kesehatan Republik Indonesia No.1332/Menkes/ SK/X/2002 yang memberikan beberapa keleluasaan kepada Apotek untuk dapat meningkatkan derajat Kesehatan yang optimal, Pemerintah Daerah melakukan pembinaan dan pengawasan pelaksanaan peraturan ini sesuai dengan fungsi, tugas dan wewenang masing-masing. Berdasarkan Data yang di peroleh dari hasil riset di Dinas Kesehatan Kota Bandar Lampung pada tahun 2010 Apotek yang memperoleh izin berjumlah 130 apotek dari keseluruhan Apotek yang ada di Kota Bandar Lampung. Permasalahan yang diteliti adalah Bagaimanakah pelaksanaan pemberian izin pendirian apotek oleh Dinas Kesehatan Kota Bandar Lampung. Faktor-faktor apakah yang menghambat dalam pelaksanaan pemberian izin pendirian apotek oleh Dinas Kesehatan Kota Bandar Lampung. Pendekatan masalah yang digunakan dalam penilitian ini adalah pendekatan yuridis normatif untuk memperoleh data sekunder disamping menggunakan pendekatan yuridis empiris untuk memperoleh data primer. Adapun data sekunder yang berasal dari Peraturan Perundang-undangan Daerah dan literatur-literatur yang berkaitan dengan pokok permasalahan. Sedangkan data primer diperoleh dari studi lapangan, yaitu wawancara dengan informan. Berdasarkan hasil penelitian diperoleh suatu jawaban bahwa Pelaksanaan pemberian izin pendirian apotek oleh Dinas Kesehatan Kota Bandar Lampung sudah sesuai dengan prosedur yang telah ditentukan oleh Keputusan Menteri Kesehatan Republik Indonesia No. 1332/MENKES/SK/X/2002 tentang Tata Cara Pemberian Izin Apotek. Sedangkan untuk mendapatkan SIA pemilik apotek harus menunggu waktu selama 14 hari dengan biaya sebesar dengan biaya perizinan sebesar Rp. 1.300.000,00,-. Faktor-faktor penghambat dalam pemberian izin pendirian Apotek oleh Dinas Kesehatan Kota Bandar Lampung ialah kurang mengertinya para pengusaha apotek melengkapi berkas untuk mendapatkan syarat izin pendirian apotek. Dinas Kesehatan kurang mengintensifkan sosialisasi terhadap pendirian apotek di Kota Bandar Lampung Abstract Currently pharmacies in the city of Bandar Lampung has become an alternative option to buy drugs, especially among the middle-at an affordable cost in addition to the pharmacy community was already integrated in Bandar Lampung for a long time. Therefore, the government in this case the Health Department is authorized by law required to do the development, oversight and guidance to the presence of the existing pharmacies in the city of Bandar Lampung. Implementation of the Decree of the Minister of Health of the Republic of Indonesia No.1332/Menkes/ SK/X/2002 which gives some flexibility to the pharmacy to be able to increase the degree of optimal health, local government to provide guidance and supervision of the implementation of this regulation in accordance with the functions, duties and authority of each. Based on data obtained from research in Belfast City Health Department in 2010 that pharmacy license number of Apotek 130 pharmacies in the city of Bandar Lampung. What is the problem under study is the implementation of the provision permits the establishment of a pharmacy by Belfast City Health Department. The approach used in penilitian problem is a normative juridical approach to obtain secondary data besides using an empirical approach to obtain judicial primary data. The secondary data are derived from regional legislation and literature relating to the subject matter. While the primary data obtained from field studies, the interviews with informants. Based on the results obtained with an answer that the implementation of the provision permits the establishment of a pharmacy by Belfast City Health Department is in accordance with the procedures specified by the Minister of Health Republic of Indonesia. 1332/MENKES/SK/X/2002 of Pharmacy Licensing Procedures. While to get SIA pharmacy owners have to wait for 14 days at a cost of a licensing fee of Rp. 1,300,000.00, -. Inhibiting factors in the establishment of licensing pharmacies by Belfast City Health Department is the lack of understanding of pharmacy businesses complete the file to obtain the establishment of a pharmacy license terms. Health Department intensified its lack of socialization to the establishment of pharmacies in the city of Bandar Lampung.
